Abstrak Bahasa Indonesia ABSTRAK KEBIJAKAN KEPOLISIAN DALAM PENANGGULANGAN PEREDARAN MINUMAN KERAS ILEGAL (Studi Di Wilayah Hukum Polresta Bandar Lampung) Oleh Noverdi Puja Saputra Penjual yang mengedarkan miras masih terbilang banyak sekali. Banyak orang yang mengkonsumsi miras harus berurusan dengan pihak kepolisian karena tidak terkendalinya manusia ketika telah mengkonsumsi miras secara berlebihan. Diperlukan suatu kebijakan dari kepolisian untuk menanggulangi permasalahan ini. Permasalahan dalam penelitian ini adalah (1) Bagaimanakah kebijakan kepolisian dalam penanggulangan peredaran minuman keras di Kota Bandar Lampung? (2) Mengapa terdapat faktor penghambat dalam penanggulangan peredaran minuman keras? Penelitian ini menggunakan pendekatan yuridis normatif dan yuridis empiris. Narasumber terdiri dari polisi, satuan pamong praja, dan akademisi. Pengumpulan data dilakukan dengan studi pustaka dan studi lapangan. Analisis data dilakukan secara kualitatif. Berdasarkan hasil penelitian dan pembahasan dapat disimpulkan, bahwa (1) Kebijakan kepolisian dalam penanggulangan peredaran minuman keras di Kota Bandar Lampung menggunakan upaya penal dan non penal. Upaya penal dilakukan dengan mengadakan penyelidikan, penggeledahan, serta penyitaan jika terjadi indikasi tindak pidana peredaran minuman keras pada suatu tempat dengan melakukan operasi sidak atau razia secara mandiri maupun dengan bekerjasama dengan pihak terkait. Kemudian diadakan pemeriksaan cepat di lapangan. Berkas hasil pemeriksaan dapat langsung dilimpahkan ke pengadilan. Upaya non penal dilakukan dengan mengadakan program police goes to school dan police goes to campus bekerjasama dengan Badan Nasional Narkotika (BNN). Personil Bhabinkamtibmas memberikan arahan dan mengajak masyarakat turut serta dalam membantu mengawasi peredaran miras. Polresta Bandar Lampung juga memberikan pendapat hukum serta membantu Pemerintah Kota Bandar Lampung untuk menegakkan aturan tentang miras. (2) Faktor penghambat dalam penanggulangan peredaran minuman keras meliputi faktor hukum itu sendiri; faktor penegak hukum; dan faktor masyarakat. Penyebab terjadinya faktor penghambat dalam penanggulangan peredaran minuman keras terjadi karena lemahnya penegakan peraturan daerah tentang miras; terjadinya permainan kotor dalam bentuk transaksional (pertukaran) terkait perbuatan suap atau perbuatan tercela lainnya; perdagangan dan peredaran miras masih sering dilindungi (dibackingi) oleh aparat yang nakal. Noverdi Puja Saputra Saran dalam penelitian ini adalah (1) Kinerja aparat kepolisian Polresta Bandar Lampung harus ditingkatkan, baik dalam penggunaan upaya penal maupun non penal dalam penanggulangan peredaran miras. (2) Diperlukannya pembangunan sistem hukum dalam peredaran minuman keras yang dapat dijalankan dengan baik, demi mewujudkan Kota Bandar Lampung yang bebas dari peredaran minuman keras melalui kebijakan yang dilakukan oleh Polresta Bandar Lampung. Kata Kunci : Kebijakan; Penanggulangan; Peredaran Minuman Keras Abstact Bahasa Inggris ABSTRACT THE POLICY OF POLICE IN PREVENTION ILLEGAL LIQUOR CIRCULATION (Studies in the Region of Bandar Lampung Police) By Noverdi Puja Saputra Sellers who distribute alcohol is relatively a lot. Many people who consume alcohol have to deal with the police because of uncontrolled person when they consumed alcohol excessively. We need a policy from the police to tackle these problems. Problems in this study were (1) How is the policy of the police to overcome the circulation of liquor in Bandar Lampung city? (2) Why are there an inhibiting factor in the prevention of the circulation of liquor? This study used normative juridical approach and empirical jurisdiction. Informants consisted of police, civil service units, and academia. Data were collected by library research and field study. The data were analyzed qualitatively. Based on the results of research and discussion, it can be concluded, that (1) The policy of the police in prevention of liquor circulation in the city of Bandar Lampung is using penal and non-penal efforts. Efforts penal done by conducting investigations, searches, and confiscation in an indication of the crime of liquor trafficking in a place by conducting inspection operations or raids independently or in cooperation with the relevant parties. Then, by conducting a quick check on the field. Result Files can be directly transferred to the court. Non-penal efforts was done by conducting a police goes to school and goes to campus program in collaboration with the National Narcotics Agency (BNN). Bhabinkamtibmas personnel provided direction and invited the community to participate in helping to oversee the distribution of alcohol. Bandar Lampung Police also provided legal opinions and assisted Government of Bandar Lampung to enforce rules on alcohol. (2) Inhibiting factors in the prevention of the circulation of liquor factors included the law itself; factors of law enforcement; and community factors. The cause of inhibiting factors in the prevention of circulation of liquor occurred due to weak enforcement of local regulations on alcohol; the occurrence of foul play in the form of transactional (exchange) related acts of bribery or other misconduct; trade and circulation of alcohol was often protected (backed) by rogue officers. Noverdi Puja Saputra The suggestions in this study were (1) The performance of Bandar Lampung Police should be improved, both in the use of penal and non-penal efforts in the prevention of alcohol circulation. (2) The need for the development of the legal system in the circulation of liquor that can be run, in order to bring the city of Bandar Lampung in free circulation of liquor through the policies conducted by the Police of Bandar Lampung.
