Abstract

Penyalahgunaan narkotika yang dilakukan remaja pada saat ini telah mencapai tingkat yang menghawatirkan dengan banyaknya pengunaan yang berlebihan serta menjadi salah satu pengedar narkotika, sehingga menjadi ancaman bagi masa depan bangsa generasi muda. Kondisi ini menuntut peran aktif aparat penegak hukum khusunya kepolisian di Polresta Bandar Lampung dalam melakukan upaya secara efektif. Penelitian ini bertujuan untuk menganalisis peran kepolisian dalam menangani tindak pidana narkotika dikalangan remaja, dan untuk mengetahui faktor apa saja yang menghambat proses penegakan hukum. Metode penelitian yang digunakan adalah pendekatan yuridis normatif dan yuridis empiris. Data diperoleh melalui wawancara dengan anggota kepolisian Satresnarkoba di Polresta Bandar Lampung, dan dosen hukum pidana Universitas Lampung, serta studi kepustakaan yang kemudian dianalisis secara kualitatif. Hasil penelitian menunjukkan bahwa peran kepolisian dalam menangani tindak pidana narkotika dikalangan remaja dilakukan dengan tiga bentuk yaitu peran normatif sesuai dengan undang-undang, peran ideal dengan melakukan pemerataan sosialisasi diseluruh sekolah dan diluar sekolah mengenai bahaya nya penyalahgunaan narkotika, memperluas patroli ke tempat-tempat seperti mall, cafe, tempat olahraga, dan peran faktual dengan cara mengadakan kegiatan penyuluhan di sekolah sepereti sosialisasi, pembentukan Satuan Tugas Remaja Anti Narkoba (RETINAA), serta melakukan pengawasan dengan berpatroli dan razia di tempattempat berkumpulnya remaja seperti gang-gang kecil atau tempat hiburan malam. Namun pada pelaksanaannya masih terdapat berbagai hambatan baik itu dari internal maupun eksternal, seperti keterbatasan sumber daya manusia, sarana dan prasarana, serta rendahnya partisipasi masyarakat. Maka diperlukannya peningkatan kinerja kepolisian dan kerjasama antara aparat penegak hukum, pemerintah, dan masyarakat supaya penanggulangan tindak pidana narkotika dikalangan remaja menjadi lebih efektif. Saran dalam Penelitian ini merupakan Pihak kepolisian khususnya Polresta Bandar Lampung untuk lebih mengoptimalkan pelaksanaan perannya dengan mengadakan sosialisasi berkelanjutan dan menjangkau seluruh lapisan remaja, baik dalam lingkungan sekolah atau masyarakat. Selain itu, program pembinaan seperti RETINAA perlu dikembangkan lebih luas agar memberikan dampak yang lebih besar dalam pencegahan penyalahgunaan narkotika serta Peningkatan kualitas sumber daya manusia dan sarana prasarana dilingkungan kepolisian, dan masyarakat sebagai media informasi harus lebih peka dan berperan aktif terhadap upaya penanggulangan peredaran narkotika untuk tidak menutupi informasi sekecil apapun. Kata Kunci : Kepolisian, Narkotika, Remaja, Penegakan Hukum Narcotics abuse carried out by teenagers at this time has reached a worrying level with the large number of excessive use and becoming one of the narcotics dealers, so that it becomes a threat to the future of the nation's younger generation. This condition demands the active role of law enforcement officials, especially the police in the Bandar Lampung Police, in making effective efforts. This study aims to analyze the role of the police in handling narcotics crimes among adolescents, and to find out what factors hinder the law enforcement process. The research methods used are normative juridical approaches and empirical juridical approaches. Data was obtained through interviews with members of the Narcotics Task Force at the Bandar Lampung Police, and criminal law lecturers at the University of Lampung, as well as literature studies which were then analyzed qualitatively. The results of the study show that the role of the police in handling narcotics crimes among adolescents is carried out in three forms, namely the normative role in accordance with the law, the ideal role by distributing socialization throughout schools and outside schools regarding the dangers of narcotics abuse, expanding patrols to places such as malls, cafes, sports venues, and factual roles by holding counseling activities in schools such as socialization, the establishment of the AntiDrug Youth Task Force (RETINAA), as well as conducting surveillance by patrolling and raiding places where teenagers gather such as small alleys or nightlife venues. However, in its implementation, there are still various obstacles, both internal and external, such as limited human resources, facilities and infrastructure, and low community participation. Therefore, it is necessary to improve police performance and cooperation between law enforcement officials, the government, and the community so that the prevention of narcotics crimes among adolescents becomes more effective. The suggestion in this study is for the police, especially the Bandar Lampung Police, to further optimize the implementation of their role by holding continuous socialization and reaching all levels of adolescents, both in the school environment or the community. In addition, coaching programs such as RETINAA need to be developed more widely in order to have a greater impact on the prevention of narcotics abuse as well as improving the quality of human resources and infrastructure in the police environment, and the community as an information media must be more sensitive and play an active role in efforts to counter narcotics trafficking so as not to cover up the slightest information.
