Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Berdasarkan Undang-Undang Nomor 8 Tahun 2016 tentang penyandang disabilitas, pemerintah memiliki tujuan untuk memberikan hak aksesibilitas, layanan sosial serta kesempatan yang sama bagi penyandang disabilitas, termasuk penyandang cerebral palsy. Oleh karena itu, Dinas Sosial Provinsi Lampung memiliki program bantuan kursi roda untuk penyandang disabilitas cerebral palsy sejak tahun 2024, dengan menyalurkan 340 kursi roda bagi penyandang disabilitas cerebral palsy secara bertahap. Rumusan masalah penelitian ini adalah “bagaimana dimensi komunikasi pada aspek disposisi dalam implementasi program bantuan kursi roda bagi penyandang disabilitas cerebral palsy tahun 2025 oleh Dinas Sosial Provinsi Lampung?”. Penelitian ini bertujuan untuk menganalisis bagaimana dimensi komunikasi pada aspek disposisi program bantuan kursi roda bagi penyandang disabilitas cerebral palsy di Provinsi Lampung tahun 2025. Penelitian ini menggunakan metode kualitatif deskriptif, dengan mengumpulkan data melalui wawancara dan dokumentasi yang bersumber dari pihak pemerintah, dan Perhimpunan Komunitas Disabilitas Lampung (PKDL). Analisis data mengacu pada teori implementasi kebijakan George C. Edwards III melalui indikator komunikasi dan disposisi. Hasil penelitian menunjukkan bahwa dimensi komunikasi memengaruhi aspek disposisi implementasi kebijakan sehingga mewujudkan efektifitas untuk memastikan terpenuhinya kuota penyandang disabilitas cerebral palsy sebagai penerima bantuan kursi roda tahun 2025, oleh Dinas Sosial Provinsi Lampung. Komunikasi dalam kegiatan pendataan penerima bantuan, pendampingan disabilitas (PKH), pengadaan kursi roda, hingga penyaluran bantuan terjalin dengan baik, meliputi informasi tugas dan fungsi birokrasi tersampaikan dan tertransmisi, sehingga dipahami sebagai panduan stakeholder program, baik pihak internal dan eksternal pemerintah dalam konsistensi pelaksanaan program. Based on Law Number 8 of 2016 concerning Persons with Disabilities, the government aims to provide accessibility rights, social services, and equal opportunities for persons with disabilities, including individuals with cerebral palsy. Therefore, the Social Service of Lampung Province has implemented a wheelchair assistance program for persons with cerebral palsy since 2024, distributing 340 wheelchairs gradually to beneficiaries. The research problem addressed in this study is: “How does the communication dimension influence the disposition aspect in the implementation of the 2025 wheelchair assistance program for persons with cerebral palsy by the Social Service of Lampung Province?” This study aims to analyze the communication dimension within the disposition aspect of the wheelchair assistance program for persons with cerebral palsy in Lampung Province in 2025. The research employs a descriptive qualitative method, collecting data through interviews and documentation from government institutions and the Lampung Disability Community Association (Perhimpunan Komunitas Disabilitas Lampung/PKDL). Data analysis refers to George C. Edwards III’s policy implementation theory, focusing on the indicators of communication and disposition. The findings indicate that the communication dimension significantly influences the disposition aspect of policy implementation, thereby contributing to the effectiveness of ensuring that the target quota of persons with cerebral palsy receives wheelchair assistance in 2025 through the Social Service of Lampung Province. Effective communication was established throughout the stages of beneficiary data collection, disability assistance services (PKH), wheelchair procurement, and aid distribution. Information regarding bureaucratic duties and functions was successfully transmitted and understood as guidance for program stakeholders, both within government institutions and among external parties, thereby supporting consistency in program implementation.
