Penelitian ini dilatarbelakangi oleh pentingnya kolaborasi antara Dinas Kepemudaan dan Olahraga (DISPORA) dengan Komite Olahraga Nasional Indonesia (KONI) dalam penyelenggaraan Pekan Olahraga Kecamatan (PORCAM) di Kota Bandar Lampung. Permasalahan yang diangkat dalam penelitian ini adalah belum optimalnya proses kolaborasi yang ditandai dengan lemahnya koordinasi, perbedaan peran kelembagaan, serta belum adanya penguatan kerja sama secara formal. Penelitian ini bertujuan untuk menganalisis proses kolaborasi antara DISPORA dan KONI dalam penyelenggaraan PORCAM menggunakan perspektif collaborative governance menurut Ansell dan Gash (2007). Metode penelitian yang digunakan adalah pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara dan dokumentasi. Informan penelitian terdiri dari pihak DISPORA, KONI, DISDIK, Kecamatan, Atlet yang terlibat dalam penyelenggaraan PORCAM. Hasil penelitian menunjukkan bahwa kolaborasi antara DISPORA dan KONI telah berjalan, namun belum optimal pada beberapa dimensi, khususnya pada aspek komitmen terhadap proses. Hal ini ditandai dengan belum adanya Memorandum of Understanding (MOU) dan Perjanjian Kerja Sama (PKS) sebagai dasar formal kerja sama, sehingga pelaksanaan kolaborasi masih bergantung pada kesepahaman informal. Selain itu, kendala lain yang ditemukan meliputi kurangnya koordinasi, belum optimalnya kepercayaan, serta belum terbangunnya kesamaan pemahaman antar aktor. Oleh karena itu, diperlukan penguatan kolaborasi melalui penyusunan MOU dan PKS guna meningkatkan efektivitas, akuntabilitas, dan keberlanjutan penyelenggaraan PORCAM di Kota Bandar Lampung. Kata Kunci: Collaborative Governance, Kolaborasi Antar Lembaga, DISPORA, KONI, Pekan Olahraga Kecamatan (PORCAM) This research is motivated by the importance of collaboration between the Department of Youth and Sports (DISPORA) and the Indonesian National Sports Committee (KONI) in organizing the Sub-district Sports Week (PORCAM) in Bandar Lampung City. The problem addressed in this study is the suboptimal collaboration process, as indicated by weak coordination, differences in institutional roles, and the absence of strengthened formal cooperation. This study aims to analyze the collaborative process between DISPORA and KONI in the implementation of PORCAM using the collaborative governance perspective proposed by Ansell and Gash (2007). The research employs a qualitative approach, with data collected through interviews and documentation. The informants include representatives from DISPORA, KONI, DISDIK sub-district officials, and athletes involved in the organization of PORCAM. The results indicate that collaboration between DISPORA and KONI has been established but remains suboptimal in several dimensions, particularly in terms of commitment to the process. This is evidenced by the absence of a Memorandum of Understanding (MoU) and a Cooperation Agreement (PKS) as formal foundations for collaboration, resulting in the implementation relying primarily on informal mutual understanding. Additionally, other challenges include inadequate coordination, limited trust, and the lack of a shared understanding among stakeholders. Therefore, strengthening collaboration through the establishment of an MoU and PKS is necessary to enhance the effectiveness, accountability, and sustainability of PORCAM implementation in Bandar Lampung City.
