Abstract

Kebijakan Volkschool merupakan kebijakan pendidikan dasar yang diterapkan di Hindia Belanda bagi masyarakat pribumi. Kebijakan ini memiliki peran penting dalam perluasan pendidikan rakyat pada masa akhir pemerintahan kolonial, awal pendudukan Jepang hingga awal kemerdekaan Indonesia. Penelitian ini bertujuan untuk menganalisis kebijakan Volkschool serta dampaknya terhadap perkembangan pendidikan rakyat di Indonesia pada periode 1941-1946. Metode penelitian yang digunakan dengan melalui pendekatan historis dengan menggunakan teori gerak sejarah yang menegaskan kebijakan Volkschool Tahun 1941-1946. Tahapan penelitian meliputi heuristik sebagai tahapan awal dalam fokus pada pencarian pengumpulan sumber primer yaitu pengumpulan arsip dan sumber sekunder yang berupa buku dan jurnal, kritik sumber sebagai proses analisis terhadap sumber yang di dapatkan untuk menentukan keasliannya, interpretasi sebagai tahapan dimana sumber yang di dapatkan dikritik dan dijadikan narasi, dan historiografi yaitu tahapan akhir untuk membuat penulisan penelitian sejarah. Hasil penelitian menunjukan bahwa kebijakan Volkschool mengalami perubahan dalam struktur pendidikan, kurikulum, bahasa pengantar dan tujuan pendidikan sesuai kepentingan pemerintah yang berkuasa. Kebijakan tersebut turut memperluas akses pendidikan bagi masyarakat pribumi serta berkontribusi terhadap peningkatan literasi dan kesadaran kebangsaan. Kesimpulannya, Volkschool tidak hanya berfungsi sebagai instrumen pendidikan kolonial, tetapi juga menjadi bagian dari proses transformasi pendidikan yang memberikan kontribusi terhadap pembentukan dasar pendidikan nasional Indonesia pada masa awal kemerdekaan. Kata Kunci: Volkschool, Kolonial, Kebijakan, dan Transformasi. Volkschool policy is a basic education policy applied in the Dutch East Indies for indigenous people. This policy has an important role in the expansion of people's education at the end of colonial rule, the beginning of the Japanese occupation until the beginning of Indonesia's independence. This research aims to analyze the Volkschool policy and its impact on the development of public education in Indonesia in the 1941-1946 period. The research method used through a historical approach by using the theory of historical movement that confirms the Volkschool policy of 1941-1946. The stages of research include heuristics as the initial stage in focusing on the search for primary source collection, namely the collection of archives and secondary sources in the form of books and journals, source criticism as a process of analysis of the sources obtained to determine their authenticity, interpretation as a stage where the source obtained is criticized and made into a narrative, and historiography which is the final stage to make historical research writing. The research results show that the Volkschool policy has undergone changes in the structure of education, curriculum, language of instruction and educational objectives according to the interests of the government in power. The policy also expands access to education for indigenous people and contributes to increasing literacy and national awareness. In conclusion, Volkschool not only functions as an instrument of colonial education, but also becomes part of the educational transformation process that contributes to the formation of the foundation of Indonesian national education in the early
