Abstract
Kesadaran hukum masyarakat merupakan unsur penting dalam mewujudkan kehidupan bermasyarakat yang tertib, aman, dan berkeadilan. Tingkat kesadaran hukum masyarakat di Kota Metro masih perlu ditingkatkan, yang ditunjukkan oleh tingginya angka kriminalitas dan berbagai pelanggaran hukum yang terjadi. Kondisi tersebut mendorong pemerintah untuk melaksanakan program Kelompok Sadar Hukum yang diharapkan mampu mendukung terciptanya ketertiban sosial di Kota Metro. Peraturan Presiden Nomor 44 Tahun 2015 Tentang Kementerian Hukum dan Hak Asasi Manusia menjadi dasar pelaksanaan tugas pemerintah dalam bidang pembinaan hukum dan peningkatan kesadaran hukum masyarakat. Permasalahan dalam penelitian ini adalah bagaimanakah pelaksanaan program pembinaan kelompok sadar hukum di Kota Metro serta apa sajakah faktor penghambat dalam pelaksanaan program pembinaan kelompok sadar hukum di Kota Metro. Penelitian ini menggunakan pendekatan normatif dan empiris. Data primer diperoleh melalui wawancara kepada penyelenggara dan juga anggota dari program kelompok sadar hukum, sedangkan data sekunder didapatkan dari studi kepustakaan serta peraturan perundang-undangan. Data diolah melalui tahapan seleksi, klasifikasi, dan penyusunan data. Analisis data dilakukan secara deskriptif kualitatif. Hasil penelitian menunjukkan bahwa pelaksanaan program Kadarkum telah dilaksanakan melalui tahapan perencanaan, pembentukan kelompok, pembinaan, dan evaluasi. Pembinaan dilakukan dengan metode penyuluhan dan diskusi partisipatif antara narasumber dengan peserta. Program ini berperan sebagai sarana edukasi hukum yang efektif untuk meningkatkan kesadaran hukum masyarakat. Dalam pelaksanaannya terdapat beberapa faktor penghambat yakni rendahnya partisipasi masyarakat disebabkan kurangnya pemahaman akan pentingnya sadar hukum, keterbatasan sumber daya manusia, minimnya anggaran, serta faktor sosial budaya yang memengaruhi pola pikir masyarakat terhadap hukum. Kata Kunci: Pelaksanaan, Kelompok, Sadar Hukum Legal awareness is an important element in creating a social life that is orderly, safe, and just. The level of public legal awareness in Metro City still needs to be improved, as indicated by the high rate of criminality and various legal violations occurring in the community. This condition has encouraged the government to implement the Legal Awareness Group program, which is expected to support the creation of social order in Metro City. Presidential Regulation Number 44 of 2015 concerning the Ministry of Law and Human Rights serves as the legal basis for the government’s duties in legal development and the enhancement of public legal awareness. The problems discussed in this research are how the implementation of the Legal Awareness Group development program in Metro City is carried out, and what factors hinder the implementation of the Legal Awareness Group Development Program in Metro City. This research uses normative and empirical approaches. Primary data were obtained through interviews with organizers and members of the Legal Awareness Group program, while secondary data were collected through library research and statutory regulations. The data were processed through stages of selection, classification, and organization. Data analysis was conducted descriptively using a qualitative method. The results of the research show that the implementation of the Kadarkum program has been carried out through the stages of planning, group formation, guidance, and evaluation. The guidance activities were conducted through counseling methods and participatory discussions between resource persons and participants. This program plays a role as an effective legal education medium in improving public legal awareness. However, several inhibiting factors were found in its implementation, namely low community participation caused by a lack of understanding of the importance of legal awareness, limited human resources, insufficient budget allocation, and socio-cultural factors influencing people’s perspectives toward the law.
