Abstract

Praktik parkir liar memiliki dampak signifikan terhadap kehidupan perkotaan. Selain mengganggu estetika kota, parkir liar sering kali menjadi penyebab utama kemacetan lalu lintas, terutama pada jam-jam sibuk. Fenomena ini juga meningkatkan potensi konflik sosial, baik antara pelaku parkir liar dengan warga maupun antar masyarakat yang merasa terganggu oleh penggunaan ruang publik yang tidak sah. Penelitian ini bertujuan untuk menganalisis faktor penyebab dan dampak sosial parkir liar di Wilayah Kecamatan Kedaton Kota Bandar Lampung. Penelitian ini menggunakan pendekatan kualitatif, teknik pengumpulan data menggunakan wawancara mendalam, observasi dan dokumentasi. Hasil penelitian menunjukkan bahwa fenomena parkir liar di Kecamatan Kedaton disebabkan oleh keterbatasan lahan parkir resmi di kawasan padat aktivitas, lemahnya pengawasan aparat, adanya oknum juru parkir ilegal, serta rendahnya kesadaran masyarakat terhadap ketertiban parkir. Praktik ini menimbulkan dampak sosial berupa kemacetan lalu lintas, menurunnya kenyamanan pengguna jalan, timbulnya konflik sosial, serta berkurangnya kepercayaan masyarakat terhadap kinerja pemerintah daerah dalam menjaga ketertiban ruang publik. Kata Kunci: Faktor Penyebab, Dampak Sosial, Parkir Liar. The practice of illegal parking has a significant impact on urban life. In addition to disrupting the city’s aesthetics, illegal parking is often a major cause of traffic congestion, especially during peak hours. This phenomenon also increases the potential for social conflict, both between illegal parking attendants and residents, as well as among community members disturbed by the unauthorized use of public spaces. This study aims to analyze the causes and social impacts of illegal parking in the Kedaton District of Bandar Lampung City. The research employs a qualitative approach, with data collected through in-depth interviews, observations, and documentation. The findings reveal that illegal parking in Kedaton District is caused by the limited availability of official parking areas in high-activity zones, weak law enforcement, the presence of illegal parking attendants, and low public awareness of parking order. This practice results in social impacts such as traffic congestion, reduced comfort for road users, the emergence of social conflicts, and decreased public trust in the local government’s performance in maintaining public order.
