Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)
ABSTRAK Musyawarah rencana pembangunan (Musrenbang) dibuat sebagai pedoman dan acuan dalam pelaksanaan Pemerintahan desa. Sekaligus sarana pemerintah dan masyarakat Desa Banyumas dalam menyalurkan aspirasi pembangunan di desa Banyumas. Sesuai dengan empat prinsip demokrasi yaitu partisipasi, transparansi, akuntabilitas, dan ketaatan akan hukum. Yang di mana proses musrenbang masi menjadi tanda tanya, seperti kurangnya partisipasi masyarakat, tidak adanya bentuk nyata pembangunan dalam musrenbang, tidak dilaksnakannya Musrenbang tingkat desa yang diadakan setahun sekali yang tercantum didalam undang undang desa. Untuk itu diharapkan musrenbang dapat menerapkan empat prinsip tersebut dalam prosesnya. Tujuan penelitian ini adalah untuk mengetahui bagaimana penerapan prinsipprinsip Demokrasi dalam Pelaksanaan Musyawarah Rencana Pembangunan. Tipe penelitian yang digunakan deskriptif dengan pendekatan kualitatif. Hasil penelitian menunjukkan bahwa, proses penerapan Prinsip-Prinsip Demokrasi dalam Musyawarah Rencna Pembangunan di Desa Banyumas tidak memenuhi prinsip-prinsip Partisipasi, Transparansi, Akuntabilitas dan Ketaatan akan Hukum. Kendalanya proses demokrasi dalam Musyawarah Rencana Pembangunan di desa banyumas adalah kurangnya partisipasi masyarakat dan dana yang terbatas disebabkan karena tidak adanya bentuk nyata dan tidak efektif dalam rapat dan tidak jelas apa yang di dapat, itu yang menyebabkan masyarakat lebih memilih menyibukkan diri. Kata kunci : Prinsip-Prinsip Demokrasi, Musrenbang. ABSTRAK Deliberation development plan (Musrenbang) created as a guideline and reference for the village administration. That is where the process musrenbang viding a question mark, such as a lack of public participation, no real form of development in musrenbang, non-performance of Musrenbang village held once a year contained in the law of the village. For that is expected musrenbang can apply these four principles in the process. The purpose of this study was to determine how the application of the principles of democracy in the Implementation of Development Plan Meeting. This type of research is used descriptive qualitative approach. The results showed that, the process of implementation of the Principles of Democratic Deliberation on Rural Development Rencna Banyumas not meet the principles of participation, transparency, accountability and observance of the law. Barriers democratic process in the Development Plan Meeting in Banyumas village is the lack of public participation and funds are limited due to the absence of real shape and ineffective in the meeting and it is not clear what is in the can, it causes people prefer to occupy themselves.
