ABSTRAK PENGALOKASIAN DANA BAGI DESA OLEH PEMERINTAH BERDASARKAN UNDANG-UNDANG NO. 6 TAHUN 2014 TENTANG DESA OLEH : YONATHAN AJI WIDHI DARMA Diterbitkannya UU No. 6/2014 tentang desa ini memberikan kepastian akan adanya desa dalam pengalokasian dana yang diberikan pemerintah, guna memajukan masyarakat dan pemberdayaan masyarakat desa. Pemerintahan Desa akan memperoleh alokasi dana desa yang bersumber dari APBN yang besarnya 10% dari APBN pada tahun yang bersangkutan. Alokasi anggaran ini digunakan untuk menyelenggarakan kewenangan desa dalam bingkai otonomi, guna mencapai tujuan-tujuan yang telah ditentukan dengan pemanfaatan yang maksimal. Permasalahan skripsi ini mengenai: bagaimana pengaturan hukum terhadap UU No. 6/2014 dalam pengalokasian dana bagi desa dan bagaimana akibat/dampak dari penerapan pengaturan UU No. 6/2014 dalam mengalokasikan dana bagi desa. Metode peniltian menggunakan pendekatan yuridis normatif. Data yang digunakan berupa data sekunder yang dikumpulkan melalui studi kepustakaan dan mempunyai kekuatan hukum mengikat, yang terdiri dari bahan baku primer, bahan hukum sekunder dan bahan hukum tersier. Kemudian diolah melalui proses identifikasi, editing, klasifikasi data dianalisis secara kualitatif. Berdasarkan hasil penelitian menunjukan bahwa diharapkan pembangunan di desa semakin baik dan mampu mensejahterakan masyarakat desa dengan pemanfaatan dana alokasi secara maksimal. Maka dari itu bukan hal yang mustahil jika masyarakat desa yang berada di garis kemiskinan dapat berkurang dan mungkin saja dapat bersaing dengan masyarakat desa lainnya atau bahkan masyarakat global secara umumnya. Dalam penerapan pengaturan pengalokasian dana bagi desa ini, seharusnya ada aturan sanksi yang diatur lebih jelas dari proses pengalokasian dari dana APBN ke desa yang melalui RKUD ke RKD, karena bisa saja dengan terlambatnya penyaluran dana alokasi ini ada permainan oknumoknum tertentu guna mendapatkan keuntungan sehingga terjadi penyimpangan dana desa. Kata Kunci: Pengalokasian Dana, Dana Desa, Desentralisasi, Otonomi Desa ABSTRACT ALLOCATION OF FUNDS FOR THE VILLAGE BY THE GOVERNMENT UNDER THE LAW NO. 6/2014 ABOUT THE VILLAGE BY : YONATHAN AJI WIDHI DARMA The issuance of Law No. 6/2014 about this village gives certainty the existence of the village in the allocation of funds provided by the government, in order to promote public and community empowerment. The village government will acquire the village fund allocation from the State Budget in the amount of 10% of the state budget during the yea. This budget allocation is used to hold the village authority in the frame of autonomy, in order to achieve the objectives that have been determined by the maximum utilization. This thesis issues regarding: how the legal regulation of the Law 6/2014 in the allocation of funds for the village and how the result/impact of the application of Law No. setting 6/2014 in allocating funds for the village. Method studies were using normative juridical approach. Data used in the form of secondary data collected through the study of literature and have binding legal force, which consists of a primary raw material, secondary law and tertiary legal materials. Then processed through the identification process, editing, classification of data is analyzed qualitatively. Based on the results of the study showed that the expected development in the village is getting better and capable of prospering rural communities with the maximum utilization of funds allocation. Thus it is not impossible if the villagers who are in poverty can be reduced and may even be able to compete with other rural communities or even the global community in general. In the application of the arrangements for allocating funds for this village, there should be a rule sanctions are regulated more clearly from the process of allocation of state budget funds to village through RKUD to RKD, because it could be the delay in the distribution of funds allocation there are certain elements the game in order to get the benefit so deviation occurs village funds .
