Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

ABSTRAK Pemberian izin konser musik di Kota Bandarlampung berupa izin keramaian yang diterbitkan oleh kepolisian berdasarkan Juklap Kapolri No.Pol/02/XII/95 tentang Perizinan dan Pemberitahuan Kegiatan Masyarakat. Permasalahan dalam penelitian ini adalah bagaimana pelaksanaan pemberian izin konser musik di Kota Bandarlampung dan apa saja yang menjadi faktor penghambat dalam pemberian izin konser musik di Kota Bandarlampung. Penelitian ini dilakukan melalui pendekatan normatif dan empiris dengan data primer dan sekunder, dimana masing-masing data diperoleh dari penelitian kepustakaan dan dilapangan. Analisis data dideskripsikan dalam bentuk uraian kalimat yang kemudian berdasarkan fakta-fakta yang bersifat khusus dapat ditarik kesimpulan. Hasil penelitian menunjukan bahwa faktor keamanan menjadi hal yang mendasari kepolisian untuk menerbitkan izin keramaian pada sebuah konser musik. Prosedur dan persyaratan yang harus di penuhi oleh penyelenggara konser musik untuk mengajukan permohonan izin keramaian dengan artis lokal adalah membuat surat permohonan yang di tujukan kepada KAPOLRESTA, melampirkan proposal kegiatan, surat rekomendasi dari venue atau tempat konser berlangsung, surat rekomendasi dari polsek setempat, dan pemberian izin keramaian oleh Polresta Bandarlampung. Sedangkan untuk konser musik dengan bintang tamu artis nasional harus menyertakan surat rekomendasi dari Dinas Kebudayaan dan Pariwisata, rekomendasi ambulance, rekomendasi pemadam kebakaran dan izin di terbitkan oleh Polda Lampung. Beberapa faktor penghambat dalam penerbitan izin keramaian ini adalah sumber daya manusia, ketidaklengkapan administrasi, tuntutan waktu dan adanya pungutan biaya dengan jumlah tertentu. Kata Kunci: Izin Keramaian, Pemberian Izin, Konser Musik ABSTRACT Granting permission Bandarlampung music concert in the form of a permit issued by the police crowd by Juklap Kapolri No.Pol/02/XII/95 of the Licensing and Community Action Notification. The problem in this research is how the implementation of the licensing of music concerts in Bandarlampung and what is the limiting factor in licensing music concert in Bandarlampung. This research was conducted through a normative and empirical approach to the primary and secondary data, wherein each of the data obtained from the research literature and in the field. Analysis of the data described in narrative form sentences which are then based on the facts of a special nature may be deduced. The results showed that safety becomes a factor underlying the police to issue licenses to the crowd at a music concert. Procedures and requirements that must be fulfilled by the organizers of the concert music to request permission crowd with a local artist who is making a written request addressed to the police chief, attaching the proposal, a letter of recommendation from the concert venue or a place, a letter of recommendation from the local police, and administration Bandarlampung crowds permission by the Police. As for the music concert with guest star national artists must include a letter of recommendation from the Department of Culture and Tourism, on ambulance, fire brigade and permit recommendations published by the Police Lampung. Some inhibiting factors in the issuance of this crowd is human resources, incompleteness administration, time demands and there is charge by a certain amount.
