KEWENANGAN OTONOMI DESA DALAM PERENCANAAN PEMBANGUNAN DESA (Studi Pada Desa Pasar Baru Kecamatan Kedondong Kabupaten Pesawaran) Oleh: Farah Zatalini Undang-Undang Nomor 6 tahun 2014 tentang Desa membawa paradigma baru dalam perencanaan pembangunan desa. Saat ini kewenangan pembangunan desa masih menjadi persoalan, padahal pembangunan desa berada dibawah kewenangan Kementrian Desa sesuai lahirnya Undang-Undang Desa. Permasalahan dalam penelitian ini adalah kewenangan otonomi desa dalam perencanaan bidang pembangunan desa dan apa sajakah faktor penghambat penerapan kewenangan otonomi desa di bidang pembangunan Desa. Pendekatan masalah yang digunakan adalah pendekatan yuridis normatif dan yuridis empiris. Data yang digunakan adalah data primer dan sekunder. Data yang sudah diolah kemudian disajikan dalam bentuk uraian, lalu dintreprestasikan atau ditafsirkan untuk dilakukan pembahasan dan dianalisis secara kualitatif, kemudian untuk selanjutkan ditarik suatu kesimpulan. Berdasarkan hasil penelitian dan pembahasan diketahui bahwa kewenangan otonomi desa dalam perencanaan bidang pembangunan desa telah dilakukan melalui proses perencanaan program pembangunan yang bersifat partisipatif, transparan, akuntabel dan mendetail karena melalui serangkaian tahapan yang meliputi: persiapan sosial dan desain kajian, identifikasi kondisi umum desa, analisis asset, refleksi, kajian mendalam dan pleno, Musrenbangdes, dan pasca Musrenbangdes. Pemerintah Desa Pasar Baru belum dapat menyelenggarakan proses perencanaan pembangunan sesuai dengan Undang-Undang No 6 tahun 2014 dan pasal 63 Peraturan Pemerintah Nomor 72 tahun 2005 yang menyatakan bahwa mewajibkan kepada Pemerintahan desa untuk menyusun rencana Pembangunan Jangka Menengah desa (RPJMDes) . Faktor penghambat penerapan kewenangan otonomi desa di bidang pembangunan Desa antara lain dari faktor fasililitas dan sumber daya manusia sangat menghambat kinerja pemerintahan desa, faktor masyarakat dan faktor Undang-Undang diberlakukan masih lemah. Pemerintah desa diberikan kewenangan untuk melakukan sendiri apa yang mereka butuhkan, tetapi dengan kemampuan yang sangat marjinal. THE AUTHORITY OF THE VILLAGE IN PLANNING DEVEPLOMENT OF THE VILLAGE (The Study On Pasar Baru Village Kedondong District Pesawaran Regency) By: Farah Zatalini Law No. 6 of 2014 on Village brings a new paradigm in rural development planning. Currently authority rural development remains an issue, whereas rural development is under the authority of the Ministry of Rural accordance birth Act Village. The problem in this research is the authority of village autonomy in planning the field of rural development and what are the factors inhibiting the implementation of village autonomy authority in the field of construction of the village. Approach to problem which used is the juridical approach normative and juridical empirical. Data which used is primary data and secondary. The data which already processed then presented in the form of blurb, ago dintreprestasikan or interpreted for done the discussion of and analyzed qualitatively, then for selanjutkan be drawn a conclusion. Based on research results and of solution known that the authority of village autonomy in planning the field of village development has been done through the process of program planning of development who is participatory, transparent, accountable and detailed because of through a series of stages which covering: social preparation and design the study of, identification general condition the village, analysis asset, reflection,-depth study and plenary, Musrenbangdes, and post-Musrenbangdes. Government Market Village Baru not yet can organizes process development planning in accordance with Undang-Undang No 6 the year 2014 and article 63 of Regulation of Government Number 72 years 2005 which states that the obliging to the Government the village for draw up plan Term Development Medium-village (RPJMDes). Inhibiting factors the application of authority of village autonomy in the field of construction of Desa among others from factors fasililitas and human resources very hinder the performance of reign of village, factor of society and factors Undang-Undang enacted still weak. Village government given authority to conduct own what they need, but with ability which very marginal. To the Government of Market Village Baru need to consummation the stages of the implementation of participatory planning order to be able be implemented manner simpel and easily understood good by the device the village government and kecamatan nor the society with does not reduce the principle of-the principle of participative.
