Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)
Pengelolaan tambang emas di Way Kanan menimbulkan konflik antara masyarakat lokal dengan investor. Konflik tersebut terjadi pada tanggal 28 Juni 2014 yang diwarnai adanya pembakaran mesin pengolah emas di lokasi pertambangan oleh masyarakat yang kontra dengan adanya kegiatan pertambangan emas. Konflik tersebut hingga kini belum terselesaikan secara tuntas, meski langkah-langkah penyelesaian konflik telah dilakukan dengan melibatkan pihak Dinas Pertambangan Daerah maupun jajaran Kepolisian. Jenis penelitian adalah penelitian deskriptif, hasil penelitian diperoleh dengan metode wawancara, observasi dan dokmentasi. Analisis data dilakukan dengan cara mengorganisasi data, membuat kategori, menetukan tema, dan pola, mencari eksplanasi alternatif data serta penulisan laporan. Hasil penelitian diperoleh data bahwa konflik pertambangan emas di Kecamatan Blambangan Umpu bermula dari kegiatan pertambangan emas yang dikelola oleh investor tanpa melibatkan masyarakat lokal yang ada di sekitar wilayah tambang emas. Penyebab dari konflik pertambangan emas di Kecamatan Blambangan Umpu adalah kehadiran investor pertambangan emas di Kecamatan Blambangan Umpu justru melahirkan reaksi penolakan dari warga setempat. Resolusi konflik merupakan suatu kondisi di mana pihak-pihak investor dan masyarakat lokal yang berkonflik melakukan suatu perjanjian yang dapat memecahkan konflik pertambangan emas di Kecamatan Blambangan Umpu yang dimediasi oleh Pemerintah Kabupaten Way Kanan. Penyebab kegagalan resolusi konflik pertambangan emas di Kecamatan Blambangan Umpu karena masing-masing pihak yang berkonflik memiliki kepentingan masing-masing, warga yang merasa memiliki kepentingan atas tanah dan masa depan penghidupan mereka Sedangkan di sisi kepentingan pemerintah kabupaten Blambangan Umpu yang digadang-gadang ingin mensejahterakah daerahnya dengan dalih mengeksplorasi bahan tambang yang ada di daerahnya. Saran, diharapkan Pemerintah Kabupaten dalam mengatasi konflik pertambangan emas antara investor dengan masyarakat lokal harusnya melakukan berbagai macam cara yang intensif untuk melakukan pendekatan terhadap masyarakat, bukan serta merta mengeluarkan kebijakan yang di lain pihak merugikan masyarakat. THE GOLD-MINING ACTIVITY CONFLICT BETWEEN INVESTOR AND LOCAL PEOPLE (Study At Sub-District Blambangan Umpu District Way Kanan ) Exploitation of gold mining in regency Way Kanan caused a conflict between local community and investors. On June 28, 2014. At the moment, local community expressed their anger by burning and damaging gold processing machine. The conflict has yet to be resolved completely, despite the steps to resolve the conflict have been carried out with the involvement of the Regional Mining Office and police ranks. This Type of study is a descriptive study, the results obtained by the method of interview, observation and documentation. The data analysis was conducted by organizing the data analysis was conducted by organizing the data, categorizing, determine the themes and patterns, looking for an alternative explanation of data and report writing. Results of the study showed that gold mining conflicts in Sub-district of Blambangan Umpu is started from gold mining activities that are managed by the investor without involving local societies around the gold mine area. The conflict of gold mining in Blambangan Umpu is caused by the preseence of gold mining investors which finlly rejected by local societies. The resolution of this conflict is both parties, investor and local societies, do an agreetment that resolves the conflicts of gold mining in sub-district of Blambangan Umpu and mediated by the Government of Way Kanan regency. The failure of conflict resolution of gold mining activities in sub-district of Blambangan Umpu is causedby each conflicted parties have their own goals. Local societies tought they have their own goals. Local societies tought they have their right to the land and the future of their livelihood while the government of Blambangan Umpu regency want to develop the region by exploring their local minerals. Suggestion, the governmet is expected to solve the conflicts in gold mining areas between local societies and local investors in various way intensively by society approach, than issued another policy that will make disadvantages of local societies.
