ABSTRAK ANALISIS FUNGSI AKOMODASI DAN TATA KELOLA KPU LAMPUNG DALAM MENGELOLA KONFLIK PADA PEMILIHAN GUBERNUR LAMPUNG PERIODE 2014-2019 Oleh ALVINDRA Penelitian ini bertujuan untuk menganalisis faktor-faktor penyebab konflik dalam penyelenggaraan pemilihan Gubernur Lampung periode 2014-2019, menganalisis implikasi konflik antara KPU Lampung dan Gubernur Lampung pada Pilgub Lampung periode 2014-2019, dan menganalisis fungsi akomodasi dan tata kelola KPU Lampung dalam mengelola konflik pada Pilgub Lampung periode 2014-2019. Teori-teori yang mendasari penelitian ini adalah teori hubungan masyarakat, teori negosiasi prinsip, teori kebutuhan manusia, teori identitas dan teori transformasi politik. Penelitian ini menggunakan metode penelitian kualitatif. Operasional variabel dalam penelitian ini menggunakan konsep manajemen konflik yaitu fungsi akomodasi dan fungsi tata kelola. Fungsi akomodasi menggunakan indikator partisipasi, bentuk fasilitas, bentuk inisiatif, usaha, dan bentuk mediasi. Sedangkan fungsi tata kelola menggunakan indikator transparansi dan akuntabilitas, efektivitas dan keadilan, serta supremasi hukum. Data dalam penelitian ini menggunakan data primer dan data sekunder. Data primer diperoleh dari hasil wawancara narasumber atau informan KPU Lampung, Bawaslu Lampung, dan pengamat politik Lampung (Akademisi, LSM, Aktivis, dan Jurnalis) dan data sekunder diperoleh dari undang-undang, peraturan-peraturan, dan sumber bacaan yang memiliki relevansi dengan masalah yang diteliti. Hasil penelitian menunjukkan bahwa terdapat empat faktor penyebab konflik dalam pelaksanaan Pilgub Lampung periode 2014-2019, yaitu faktor ketidakpercayaan, faktor kepentingan, faktor komunikasi, dan faktor legal formal. Implikasi konflik dalam pelaksanaan Pilgub Lampung periode 2014-2019 menimbulkan dampak positif dan dampak negatif, antara lain: konflik mendorong munculnya ide-ide baru, memfasilitasi perbaikan dan perubahan serta meningkatkan kualitas keputusan, namun konflik juga menimbulkan prasangka-prasangka negatif di masyarakat. Fungsi akomodasi dan tata kelola yang diselenggarakan KPU Lampung sudah sesuai dengan aturan yang berlaku dalam mengelola konflik pada Pilgub Lampung periode 2014-2019. Indikator akomodasi (partisipasi, bentuk fasilitas, bentuk inisiatif, usaha, dan bentuk mediasi) dan indikator tata kelola (transparansi dan akuntabilitas, efektivitas dan keadilan, serta supremasi hukum) merupakan upaya KPU Lampung yang tepat dalam penerapan manajemen konflik untuk mengelola konflik pada Pilgub Lampung periode 2014-2019. Kata kunci: Akomodasi, Tata Kelola, KPU Lampung, Manajemen Konflik, Pemilihan Gubernur Lampung Tahun 2014. # ABSTRACT AN ANALYSIS OF FUNCTIONS AND KPU GOVERNANCE ACCOMMODATION IN MANAGING LAMPUNG GOVERNOR ELECTION CONFLICT 2014-2019 PERIOD By ALVINDRA This study aimed to analyze the factors that cause conflict in conducted of Lampung Governor elections 2014-2019 period, analyzing the implications of the conflict between the Commission and the Governor of Lampung in Lampung Governor elections 2014-2019 period, and analyzing functions and governance accommodation Lampung Commission in managing conflicts Lampung Governor elections 2014-2019 period. Theories that underlie this research is the theory of public relations, negotiation theory principles, human needs theory, identity theory and the theory of political transformation. This study used qualitative research methods. Operational variables in this study uses the concept of conflict management is the function of accommodation and function of governance. Accommodation function using indicators of participation, form facilities, form the initiative, effort, and forms of mediation. While the governance functions use indicators of transparency and accountability, effectiveness and fairness, as well as the rule of law. The data in this study using primary data and secondary data. Primary data obtained from interviews informant or informants from KPU Lampung, Bawaslu Lampung, and political observers from Lampung (academics, NGOs, activists, and journalists) and secondary data obtained from laws, regulations, and reading materials that have relevance to the problem studied. The results showed that there are four factors that cause conflict in the implementation of Lampung Governor elections 2014-2019 period, namely distrust factor, interest factor, the factor of communication, formal and legal factors. The implications of the conflict in the implementation of Lampung Governor elections 2014-2019 period has positive impacts and negative impacts, such as: conflicts encourages the emergence of new ideas, facilitating improvements and changes and to improve the quality of decisions, but also pose a conflict negative prejudices in society. Accommodation and governance functions held by KPU Lampung is in conformity with the rules that apply in managing conflicts in Lampung Governor elections 2014-2019 period. Indicators accommodation (participation, form facilities, form the initiative, effort, and forms of mediation) and indicators of governance (transparency and accountability, effectiveness and fairness, as well as the rule of law) is an attempt KPU Lampung right in the application of conflict management to manage conflicts in Lampung Governor elections 2014-2019 period.
