Abstrak Pertumbuhan jumlah penduduk di Kota Bandar Lampung yang sangat cepat mengakibatkan kebutuhan akan air pun semakin meningkat hal ini menimbulkan banyak terjadi pengeksploitasian air yang berdampak pada kerusakan alam. Karena merupakan sumber daya yang memiliki potensi dan dapat memberikan manfaat ataupun kerugian bagi kehidupan dan penghidupan manusia serta lingkungannya maka air perlu adanya kepedulian semua masyarakat akan hal ini, terlebih lagi pemerintah sebagai aparatur negara dalam menjalankan amanah UUD 1945, yakni air sebagai aset negara dikelola dan diperuntukkan untuk masyarakat. Dengan begitu perlu adanya peraturan dalam masalah izin pengambilan air bawah tanah baik ditingkat pusat sampai kabupaten/kota, termasuk di dalamnya Kota Bandar Lampung, sesuai dengan Pasal 16 UU No. 7 tahun 2004 tentang Sumber Daya Air. Permasalahan dalam penelitian ini tentang bagaimanakah pelaksanaan pemberian izin pengambilan air bawah tanah di Kota Bandar Lampung serta apakah faktor penghambat dalam pelaksanaan pemberian izin pengambilan air bawah tanah di Kota Bandar Lampung. Untuk membahas permasalahan tersebut dilakukan pendekatan secara empiris. Data yang diperlukan adalah data primer, sekunder dan tersier, kemudian dianalisis dengan menggunakan metode kualitatif. Berdasarkan hasil penelitian dari Badan Pengelolaan dan Pengendalian Lingkungan Hidup (BPPLH) Kota Bandar Lampung, jumlah lembaga atau instansi perusahaan yang memperoleh izin pengambilan air bawah tanah di Kota Bandar Lampung selama tahun 2010 - 2011 berjumlah 83 (delapan puluh tiga). Prosedur pemberian izin pengambilan air bawah tanah melalui tahapan seperti permohonan yang dilengkapi dengan syarat, pemeriksaan kelengkapan persyaratan/penelitian dan penerbitan (pengabulan). Kemudian akan dilakukan pengendalian dan pengawasan oleh BPPLH. Faktor penghambat dalam pengaturan dan pelaksanaan perizinan pengambilan air bawah tanah di Kota Bandar Lampung adalah terbatasnya petugas BPPLH, selain itu juga tingkat pengetahuan pegawai BPPLH yang tidak merata, kurangnya penyuluhan kepada masyarakat, dan masalah dana operasional yang tidak sesuai dengan jumlah personel dan tingkat pekerjaan. Abstract The growth of population in Bandar Lampung runs so quickly that it makes the need for water increase. Therefore, it causes a lot of water exploitation which affects to the damage of the nature. Since water is the potential resource which gives either advantages or disadvantageous to the life and environment, it needs caring by the societies, especially the government as the state organization in implementing the mandate 1945, stating that water is state’s asset managed and then provided to the societies. Furthermore, the regulation towards the permission in taking the underground water is needed from the central government to the district/city, included Bandar Lampung, in accordance with the article 16 No. 7 Year 2004 about Water Resource. The research problem in this study is about how the implementation in approval of underground water taking in Bandar Lampung and what factors which retard this implementation in Bandar Lampung. To discuss this problem, the researcher did the approach empirically. Data gained were primary, secondary and tertiary data which were analyzed in qualitative method. Based on the research result The Environment Control and Management Department (BPPLH) of Bandar Lampung, it is stated that a number of agencies or companies which get approval of underground water taking in Bandar Lampung during 2010-2011 are 83. The procedure in approving this underground water taking is done through some stages, such as checking the completion of requirements, research and establishment, then it is controlled and supervised by BPPLH. The factors which retard the management and the implementation in approval of underground water taking in Bandar Lampung are the limited amount of BPPLH officers and their knowledge level which are not evenly, lack of counseling to the society, and the problem of operational fund which is not appropriate with the number of personnel and the work level.
