Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)
ABSTRAK Penyelenggaraan pelayanan publik yang belum optimal terjadi pada pelayanan administrasi pertanahan khususnya pelayanan pemetaan tematik dan nilai tanah berdasarkan Peraturan Pemerintah Nomor 13 Tahun 2010di Kota Bandar Lampung. Berdasarkan latar belakang tersebut peneliti tertarik melakukan penelitian tentang pelayanan pemetaan tematik dan nilai tanah berdasarkan Peraturan Pemerintah Nomor 13 Tahun 2010 Pada Badan Pertanahan Kota Bandar Lampung. Pendekatan penelitian yang digunakan adalah kualitatif, pengumpulan data dilakukan dengan menggunakan teknik wawancara dan dokumentasi, teknik analisis data yang digunakan adalah kualitatif. Hasil penelitian menunjukkan bahwa penyelenggaraan Pelayanan pemetaan tematik dan nilai tanah berdasarkan Peraturan Pemerintah Nomor 13 Tahun 2010 di Kota Bandar Lampung yakni melalui pendekatan sporadik yang berdasarkan permohonan masyarakat, hal ini disebabkan kemampuan pemerintah untuk menyelenggaraan pendekatan sistematik terbatas. Pemberian pelayanan pada dasarnya harus tercermin pada kepuasan masyarakat terhadap pelayanan yang diberikan oleh pemerintah mulai dari waktu pelayanan, biaya pelayanan dan prosedur pelayanan. Saran, untuk Pemerintah Kota Bandar Lampung Aparat pemerintah Kota Bandar Lampung diberi kesempatan untuk mengikuti pendidikan dan pelatihan baik yang bersifat teknis maupun Non Teknis dengan harapan, terciptanya tenaga kerja yang terampil dan selanjutnya akan menciptakan kepuasan pelayanan bagi masyarakat. Disisi lain harus memperbaiki hubungan kordinasi antar kelurahan dan juga BPN dalam proses pelayanan pemetaan tematik dan nilai tanah berdasarkan Peraturan Pemerintah Nomor 13 Tahun 2010.Untuk meningkatkan kualitas dan kuantitas pelayanan, kepala Kantor Pertanahan Kota Bandar Lampung harus senantiasa meminta laporan-laporan yang jelas mengenai tugas yang dibebankan kepada aparat Kantor agar timbul rasa tanggungjawab pegawai atas tugas-tugas yang telah diberikan, serta menjamin kepastian hukum atas dasar tanah yang telah melakukan proses pelayanan pemetaan tematik dan nilai tanah berdasarkan Peraturan Pemerintah Nomor 13 Tahun 2010. Kata Kunci : Pelayanan, Pemetaan Tematik, Nilai Tanah ABSTRACT Implementation of public service is not optimal occurred at BPN in particular thematic mapping services and the value of land based on Government Regulation No. 13 of 2010 in Bandar Lampung. Based on this background, researcher is interested in doing research on thematic mapping services and the value of land based on Government Regulation No. 13 of 2010 at BPN Bandar Lampung The approach used qualitative research, data collection was done by using interviews and documentation, data analysis techniques used qualitative. The results showed that the implementation of thematic mapping services and the value of land based on Government Regulation No. 13 of 2010 in Bandar Lampung namely sporadic approach was limited based on public request, this is due to the government's ability to hold systematic approach. Basically service delivery should be reflected in the public's satisfaction with the services provided by the government from the time of service, cost of service and service procedures. Suggestions, for the Government in Bandar Lampung, are government should give the opportunity to participate in education and training of both technical and non-technical to the employee, the creation of a skilled work force and will create for the community service satisfaction. On the other hand should improve the coordination of relations between the village and BPN also in the process of thematic mapping services and the value of land based on Government Regulation No. 13 of 2010. To improve the quality and quantity of services, the head of BPN Bandar Lampung should ask for clear reports about the task charged to the apparatus so that the employees arises a sense of responsibility on the tasks that have been given, and to ensure legal certainty on the basis of land which has made the process of thematic mapping services and the value of land based on Government Regulation No. 13 of 2010.
