Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)
Kepala Desa merupakan pimpinan penyelenggaraan pemerintah desa berdasarkan kebijakan yang telah ditetapkan bersama Badan Permusyawaratan Desa (BPD). Peran kepala desa sangat penting dalam mengadakan pendekatan dan menumbuhkan serta mengembangkan swadaya gotong royong masyarakat untuk dapat merealisasikan pelaksanaan pembangunan yang telah direncanakan dalam Anggaran Pendapatan dan Belanja Desa. Pembangunan fisik Desa Madukoro yang telah diprogramkan tidak sesuai dengan volume/anggaran dengan target pencapaian pengerjaan pembangunan seperti pada kegiatan pembangunan rumah layak huni dengan anggaran sebesar Rp 1.200.000.000 hanya terealisasi sebesar Rp 800.000.000 dan anggaran renovasi gedung SD tidak terealisasi sama sekali dengan anggaran yang ditetapkan sebesar Rp 120.000.000. Di Desa Madukoro perencanaan anggaran pembangunan sudah mulai berjalan, ditandai dengan adanya pembangunan yang dilaksanakan di Desa Madukoro, namun pelaksanaannya belum terealisasi dengan baik ataupun belum maksimal. Metode penelitian yang digunakan dalam penelitian ini adalah penelitian deskriptif. Tujuan penelitian adalah untuk mengetahui Akuntabilitas Kepala Desa dalam Pembangunan Fisik Desa Madukoro Kecamatan Kotabumi Utara Kabupaten Lampung Utara. Berdasarkan hasil penelitian diketahui bahwa masyarakat sudah mampu mengakses segala bentuk informasi terhadap pelaksanaan pembangunan fisik yang dibuat oleh pemerintah Desa Berdasarkan hasil penelitian melalui wawancara, maka didapatkan keterangan bahwa dana desa merupakan pemberian anggaran kepada masyarakat desa untuk dikelola sebaik mungkin dalam rangka meningkatkan kesejahteraan rakyat. Masih banyaknya praktik-praktik yang tidak sesuai dengan aturan yang ada. Pelaksanaan pembangunan fisik desa masih belum melibatkan partisipasi masyarakat secara penuh. Saran, diharapkan agar aparatur Pemerintah Desa khususnya Kepala Desa Madukoro Kecamatan Kotabumi Utara Kabupaten Lampung Utara memperbaiki proses penyampaian laporan pertanggungjawaban tentang pembangunan fisik dan nilai-nilai akuntabilitas kepada masyarakat desa, sehingga masyarakat dapat melihat bagaimana pengelolaan dana desa akan lebih baik dan transparan ACCOUNTABILITY IN DEVELOPMENT VILLAGE HEAD OF PHYSICAL MADUKORO VILLAGE NORTH DISTRICT KOTABUMI NORTH LAMPUNG REGENCY The village head is the leadership organization of village government based on policies that have been established along Village Consultative Body (BPD). In the village Madukoro development budget planning is already underway, marked by the construction carried out in the village Madukoro, but its implementation has not been realized well or not maximized. The method used in this research is descriptive research. While the aim to determine Accountability in the Village Head of Physical Development Madukoro Rural District of North Kotabumi North Lampung District. Based on the survey results revealed that the community has been able to access any information on the implementation of physical development made by the village government Based on the results of research through interviews, then obtained information that the village is the provision of budgetary funds to the villagers to be managed as best as possible in order to improve people's welfare. There are still many practices that are not in accordance with the existing rules. Implementation of the physical construction village is still not involve full public participation. Advice, it is expected that particular village government apparatus Village Head Madukoro Northern District of North Lampung District Kotabumi improve the process of delivering accountability report on the physical development and the values of accountability to rural communities, so that people can see how the village fund management will be better and transparent.
