ABSTRAK Tingkat Kepatuhan Hukum Masyarakat Dalam Berkendaraan Menurut Implementasi UU No. 22 Tahun 2009 Tentang Lalulintas dan Angkutan Jalan (Studi Pada Warga Pengguna Kendaraan Bermotor di Wilayah Kelurahan Sukarame Kecamatan Sukarame Kota Bandar Lampung) Oleh Novrando Akbar Benasan Tujuan yang ingin dicapai dari penelitian ini adalah untuk mengetahui dan menjelaskan tingkat kepatuhan hukum masyarakat dalam berkendaraan menurut implementasi UU No. 22 Tahun 2009 di Kelurahan Sukarame Kecamatan Sukarame Kota Bandar Lampung. Penelitian ini menggunakan metode penelitian deskriptif melalui survey dengan menggunakan teknik pengumpulan data, yaitu kuesioner yang disebar kepada responden yang telah ditetapkan menjadi populasi dan sampel dengan menggunakan purposive sampling yang menjadi populasi dalam penelitian ini adalah seluruh masyarakat Kelurahan Sukarame Kecamatan Sukarame Kota Bandar Lampung. Pemilihan masyarakat di Wilayah Kelurahan tersebut sebagai populasi karena gejala sosial yang terjadi sangat dinamis khususnya mengenai penerapan peraturan dalam berkendaraan, artinya pola perilaku masyarakat di wilayah tersebut dalam penerapan aturan berkendaraan itu tidak jauh berbeda. Sehingga peneliti mengambil sampel sebanyak 30 orang pengguna kendaraan bermotor. Tekhnik analisa data menggunakan rumus interval, rata-rata, serta rumus persentase. Metode ini digunakan untuk mencari dan mengetahui tingkat kepatuhan masyarakat terhadap penerapan aturan berkendaraan. Hasil dari penelitian ini disimpulkan bahwa mayoritas responden atau 46,67% tingkat kepatuhannya sedang, yaitu responden hanya akan mematuhi apabila terdapat aparat yang berwenang dalam mengawasi suatu kaidah hukum serta dikarenakan adanya sanksi yang tegas, namun apabila tidak terdapat aparat yang berwenang serta sanksi yang tidak begitu tegas maka responden tidak akan mematuhi kaidah hukum yang berlaku. Kemudian 43,33% tingkat kepatuhannya tinggi yaitu responden selalu mematuhi kaidah yang berlaku, artinya responden tidak pernah melanggar aturan dalam berkendaraan di jalan raya. Persentase antara tingkat kepatuhan responden “sedang” dengan tingkat kepatuhan hukum responden “tinggi” tidak terpaut bgitu jauh, sehingga disimpulkan bahwa tingkat kepatuhan hukum masyarakat di Wilayah Kelurahan Sukarame tersebut termasuk cukup tinggi. ABSTRACT The Level of Legal Compliance in Riding According to the Implementation of Public Law No. 22 Year 2009 About Traffic and Public Transportation (Study of Motor Vehicles Rider in Sukarame District Bandar Lampung) By Novrando Akbar Benasan The aim of this research is to identify and explain the level of compliance of law society in riding according to the implementation of Law No. 22 Year 2009 in Sukarame district Bandar Lampung. This research use descriptive method by using the survey of data collection techniques, namely questionnaires distributed to respondents who had been assigned to the population and sample using purposive sampling. The population in this study is the entire village community in Sukarame district, Bandar Lampung. Electoral Area communities such as Village of the population because of social phenomena that occur very dynamic, especially regarding the application of rules in riding, meaning that people's behavior patterns in the region in implementing the rule of driving is not much different. So the researchers took a sample of 30 people in motor vehicle users. Technique analysis of interval data using the formula, on average, and the percentage formula. This method is used to find and know the level of public compliance to the application of the rules of driving. Results from this study concluded that the majority of respondents, or 46.67% rate of compliance almost equal, that the respondent would only comply if there are police in offices of overseeing a rule of law and due to strict sanctions, but if there is no authorized person as well as sanctions that are not so strict then the respondent will not comply with law. Then a high compliance rate of 43.33% of respondents always obey the rules which apply,it mean that respondents have not violated the rules of riding on the highway. Percentage of respondents between the one "medium" and the 'high' is not so far adrift, in conclusion the level of compliance of law society in the area include Sukarame District is high enough.
