Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)
Abstrak Penetapan kebijakan pengembangan kabupaten/kota layak anak tidak menjamin telah terpenuhinya hak anak, untuk itu diperlukan upaya yang sungguh-sungguh dari pemerintah, masyarakat dan dunia usaha. Tujuan penelitian ini adalah untuk mengetahui impelemntasi kebijakan pengembangan kabupaten/kota layak anak di Kabupaten Lampung Selatan serta faktor-faktor yang mendukung kebijakan pengembangan kabupaten/kota layak anak dan faktor-faktor yang menghambat kebijakan pengembangan kabupaten/kota layak anak. Metode penelitian ini menggunakan pendekatan kualitatif. Teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi Hasil penelitian menunjukkan bahwa: 1) Secara umum isi kebijakan pengembangan kabupaten/kota layak anak telah mengatur secara jelas kewenangan masing-masing institusi . Tetapi yang menjadi catatan adalah peran institusi penegak hukum belum diatur keterlibatannya secara eksplisit. Sumberdaya manusianya masih sangat kurang hanya ada 6 orang yang sudah mengikuti pelatihan Konvensi Hak Anak. Sedangkan sumberdaya yang berupa anggaran belanja hanya 1,07% dari total anggaran. 2) Upaya untuk menyebarluaskan tentang kebijakan dilakukan dengan cara sosialisasi, pertemuan Forum Anak Daerah, pemasangan baleho, penyebaran leaflet. Sedangkan pemahaman masih kurang, karena sosialisasi yang dilakukan hanya dapat menjangkau sebagian kecil masyarakat. 3)Koordinasi masih banyak menemukan kendala yaitu kurangnya pemahaman aparatur dan ego sektoral dari masing-masing institusi. Faktor yang menghambat implementasi kebijakan pengembangan kabupaten/kota layak anak yaitu antara lain: kurangnya aparatur yang terlatih Konvensi Hak Anak, minimnya anggaran yang dialokasikan untuk pengembangan kebijakan ini, dan kurangnya koordinasi yang baik antara satuan kerja perangkat daerah dengan instansi di luar satuan kerja perangkat daerah. Adapun faktor-faktor yang menunjang implementasi kebijakan pengembangan kabupaten/kota layak anak adalah: telah diterbitkannya Peraturan Daerah tentang Penyelenggaraan Perlindungan Anak . Kata kunci: implementasi kebijakan, Kabupaten/Kota Layak Anak Abstract In order to fulfill the children’s rights, it is needed a serious effort from government, society and enterprises through development policy implementation of child-friendly city. The objective of the research is to lnow the policy implementation of child-friendly city development in South Lampung regency with factors that support and factors that hamper the development policy implementation of child-friendly city. Qualitative approach is used in this research. Then the technique that are used in getting data are interviewing, observation, and documentation. The result research shows that: 1) In general, the content of policy implementation of childy-friendly city development has arrange each institution authority. However there is one thing to be noted: the role of Law Inforcement has not managed explicitly. The human resources who joined the training of children right convention was only 6 persons. Then the budget is only 1,07% from the total budget. 2) There are some efforts done to spread the policy, such as socialitation, meeting with native children forum, banner and leaflet. Menwhile, people”s umderstanding is still minimum, because socialitation only reached spme people in community. 3) There arevmany problems found in field. It happened because lack of officers”understanding and sectoral ego in each institution. Factors that hamper the policy implementation og child-friendly city development such as lack of skillfull officer that trained about children right convention, lack of budget for this policy development and lack of coordination among regional working unit with other departments out of regional working unit. However, the policies that support the policy implementation of child-friendly city development is regional regulation about children protection has been issued.
