Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Abstrak Pengelolaan kawasan hutan tidak selamanya berjalan lancar, banyak terdapat konflik antara masyarakat dan pihak pengelola yang berwenang menjaga kawasan hutan. Salah satunya adalah di kawasan Tahura Wan Abdurrahman. Konflik yang terjadi adalah konflik status kelola masyarakat yang tinggal di kawasan Tahura dengan pemerintah sebagai pihak pengelola. Ketidakkonsistenan pemerintah dalam menentukan kebijakan di kawasan ini, merupakan salah satu penyebab konflik status hak kelola masyarakat di Tahura WAR. Penelitian ini bertujuan untuk mengidentifikasi status hak kelola di Tahura WAR, mengidentifikasi konflik yang terjadi dan untuk mengetahui keinginan masyarakat dalam penyelesaian konflik status hak kelola di Tahura WAR. Penelitian ini telah dilakukan pada bulan Februari 2012 di Taman Hutan Raya Wan Abdul Rahman tepatnya di wilayah kelola Sistem Hutan Kerakyatan (SHK) Lestari desa Hurun kecamatan Padang Cermin dengan luas garapan 233 Ha di dan di wilayah kelola Gabungan Kelompok Pengelola dan Pelestari Hutan (GKPPH) di desa Sumber Agung kecamatan Kemiling dengan luas garapan 492,75 Ha. Metode pengumpulan data menggunakan metode Triangulasi, Focus Group Discussion dan kuesioner. Dari hasil penelitian dapat diketahui, konflik yang terjadi di Tahura WAR, baik di wilayah SHK Lestari maupun Sumber Agung meliputi ketidaktenangan masyarakat karena adanya pengusiran-pengusiran paksa di masa lalu, adanya tumpang tindih hak atas tanah karena masyarakat memiliki sertifikat tanah di kawasan Tahura dan konflik tata batas antara lahan masyarakat sekitar hutan dengan Tahura WAR karena adanya kesalahan dalam penentuan tata batas yang dilakukan oleh pihak pemerintah. Kata Kunci : Taman Hutan Raya, Konflik, Status Hak Kelola Abstract Forest management doesn’t always work well. There are so many conflicts between community and the officer who has the responsibility to preserve the forest. One example of the conflict is “Tahura Wan Abdul Rachman”. The conflict that happen in this area is status of the community management right who live in Tahura area with the goverment as the forest organizer. Government inconsistency in determine the policy which is occur in the “Tahura Wan Abdurrahman” causes the conflict of status of the community management right in Tahura WAR. This research aims are to identify the conflict that happens and to find out the community desire in finishing the conflict of governance status in Tahura WAR area. This research has been done on February 2012 at “Taman Hutan Raya Wan Abdul Rachman” specifically in SHK Lestari Hurun village Padang Cermin subdistrict with the area wide about 233 Ha and GKPPH in Sumber Agung village Kemiling subdistrict with the area wide 492,75 Ha. The methods used in this research are Triangulasi method, Focus Group Discussion and questionnaire. As the result we can find out about the conflict which is occurred there not only in the SHK Lestari but also Sumber Agung, include the uncomfortable feeling of community because of the community because there was forced expulsions in the past, there was overlapped of land rights because the community have the certificate of land in Tahura area and the conflict about the boundary between community around the “Tahura WAR” and Tahura WAR itself because of the mistake in determine the boundary by the Government.
