ABSTRAK IMPLIKASI METODE KERJA SATUAN POLISI PAMONG PRAJA DALAM PENERTIBAN PEDAGANG KAKI LIMA DI PASAR BAMBU KUNING BANDAR LAMPUNG (Studi pada Satuan Polisi Pamong Praja Kota Bandar Lampung) Oleh BAYU UTOYO Masalah penelitian ini adalah adanya kesenjangan antara fungsi Satuan Polisi Pamong Praja sebagai pembantu Kepala Daerah dalam penegakan Peraturan Daerah dan penyelenggaraan ketentraman dan ketertiban masyarakat, namun kenyataan di lapangan menunjukkan bahwa Satuan Polisi Pamong Praja dalam penertiban PKL, tidak menciptakan ketentraman dan ketertiban umum. Tujuan penelitian ini adalah untuk mengetahui Implikasi Metode Kerja Satuan Polisi Pamong Praja dalam Penertiban Pedagang Kaki Lima di Pasar Bambu Kuning Bandar Lampung. Tipe penelitian yang digunakan dalam penelitian ini adalah penelitian deskriptif kualitatif. Hasil penelitian menunjukkan bahwa tahapan preemtif dalam metode kerja Satuan Polisi Pamong Praja merupakan tahapan yang paling baik dalam menertibkan PKL di Pasar Bambu Kuning. Temuan penelitian mengenai metode kerja Satuan Polisi Pamong Praja dan implikasinya adalah: (1) Tahapan Preemtif, Satuan Polisi Pamong Praja melakukan sosialisasi dan langkah-langkah persuasif kepada PKL terkait dengan penertiban PKL Pasar Bambu Kuning, yaitu mensosialisasikan dasar hukum penertiban oleh Satpol PP, teknis pelaksanaan penertiban dan penyuluhan mengenai tujuan menciptakan ketertiban dan keindahan kota Bandar Lampung. Implikasi tahap preemptif Penertiban PKL oleh Satuan Polisi Pamong Praja ini merupakan tahap yang paling baik karena berdampak positif bagi PKL, dengan adanya kegiatan penyuluhan atau pembinaan tersebut maka para PKL mengetahui adanya perlindungan hukum bagi PKL dan mengetahui kewajiban yang harus dipenuhi oleh PKL. (2) Tahapan Preventif (pencegahan), Satuan Polisi Pamong Praja melakukan patroli dan penjagaan dalam rangka mencegah adanya pelanggaran Peraturan Daerah dan memberikan teguran lisan maupun tertulis para PKL yang mengganggu ketertiban di Pasar Bambu Kuning. Implikasi tahap preventif Penertiban PKL oleh Satuan Polisi Pamong Praja merupakan tahap yang baik karena berdampak positif bagi PKL, dengan adanya kegiatan pengawasan atau patrol tersebut maka para tindakan pembongkaran atau penggusuran PKL dapat diminimalisasi. (3) Tahapan Represif (Penegakan), Satuan Polisi Pamong Praja melakukan penegakan Perda yaitu melakukan penertiban terhadap PKL yang melanggar ketertiban umum di Pasar Bambu Kuning. Tahap ini merupakan alternatif terakhir bagi Satpol PP dalam menertibkan PKL yang tidak mengindahkan peraturan daerah Kota Bandar Lampung tentang ketertiban dan keindahan kota. Implikasi tahap represif Penertiban PKL oleh Satuan Polisi Pamong Praja merupakan tahap yang tidak baik karena berdampak negatif, dengan adanya tindakan yang keras maka PKL akan melakukan perlawanan terhadap aksi penertiban atau penggusuran terhadap usaha mereka. ABSTRACT IMPLICATION OF WORK METHOD OF CIVIL SERVICE POLICE UNIT IN REGULATING STREET VENDORS AT BAMBU KUNING MARKET OF BANDAR LAMPUNG (Study on Civil Service Police Unit of Bandar Lampung City) By BAYU UTOYO This research problem is the gap between the Civil Service Police Unit functions as the assistant regional chief in the enforcement of local regulation and implementation of peace and good order of society, however, the reality on the ground indicate that the particular approach to Civil Service Police Unit in regulating street vendors, it does not create peace and public order. The purpose of this research was to describe implication of work method of civil service police unit in regulating street vendors at Bambu Kuning Market of Bandar Lampung. Type of research used in this research is qualitative descriptive research. The results showed that preemptive stage in the working methods of the Civil Service Police Unit is the best stage in the curb vendors in Bambu Kuning Market. The research's findings concerning the working methods of the Civil Service Police Unit and its implications are: (1) Preemptive phase, Civil Service Police Unit to disseminate and persuasive measures to curb street vendors at Bambu Kuning Market, socializing is the legal basis for enforcement by municipal regulation, technical implementation of enforcement and education about the purpose of bringing order and beauty of Bandar Lampung City. Implications of preemptive step by street vendor Control Unit of the Civil Service Police is the best stage for a positive impact on street vendors, with the existence of the extension or development of the street vendors are aware of any legal protection for street vendors and know the obligations that must be met by the street vendors. (2) Preventive phase, Civil Service Police Unit patrolling and guarding in order to prevent any violation of local regulations and provide oral or written reprimand of the street vendors who disturb order in Bambu Kuning Market. Control Implications of preventive stage street vendor by Civil Service Police Unit is a good stage for a positive impact on street vendors, with the supervision or patrol activities highlights the act of demolition or eviction of street vendors can be minimized. (3) Repressive phase, Civil Service Police Unit enforcing the law regulating the conduct of street vendors who violate the public order in Bambu Kuning Market. This stage is the last alternative for Civil Service Police Unit in order the municipal street vendors who do not heed the rules of Bandar Lampung City order and beauty of the city. Control Implications of repressive phase of street vendors by the Civil Service Police Unit is a stage that is not good because it has a negative impact, given the harsh measures it will take the fight against street vendors, demolition or eviction action against their efforts.
