Abstract

ABSTRAK IMPLEMENTASI PRINSIP TRANSPARANSI DALAM PENYUSUNAN RAPBD DI KOTA BANDAR LAMPUNG Oleh SEPTIA ANGGRAINI Masalah yang melatarbelakangi penelitian ini adalah penyusunan RAPBD Kota Bandar Lampung memenuhi prinsip transparansi atau keterbukaan sebagai perwujudan dari tata kelola pemerintahan yang baik (good governance), tetapi ada kecenderungan bahwa masyarakat masih kurang mendapatkan informasi mengenai transparansi penyusunan perencanaan keuangan daerah tersebut. Tujuan penelitian ini adalah untuk mengetahui Implementasi Prinsip Transparansi dalam Penyusunan RAPBD di Kota Bandar Lampung. Metode penelitian yang digunakan dalam penelitian ini adalah penelitian deskriptif kualitatif. Hasil penelitian ini menunjukkan bahwa Implementasi Prinsip Transparansi dalam Penyusunan RAPBD di Kota Bandar Lampung adalah: (1) Penyebarluasan informasi mengenai penyusunan RAPBD oleh pemerintah dilaksanakan dengan Program Penjaringan Aspirasi Masyarakat (Jaring Asmara) dan media massa (2) Tersedianya hak masyarakat terhadap akses informasi mengenai penyusunan RAPBD, yaitu melalui Protokoler dan mengadakan konfirmasi pada Bagian Humas DPRD Kota Bandar Lampung (3) Diciptakannya forum untuk mengakomodasi kepentingan masyarakat untuk menyampaikan informasi dalam penyusunan RAPBD (4) Terakomodasi kepentingan masyarakat dalam penyusunan RAPBD, yaitu anggaran bersumber dari rakyat dan menjadi instrumen penting dalam menggerakkan roda pembangunan. ABSTRACT IMPLEMENTATION OF TRANSPARENCY PRINCIPLES IN PREPARING BUDGET AND REVENUE OF BANDAR LAMPUNG CITY By SEPTIA ANGGRAINI The problem of this research is preparing Budget and Revenue of Bandar Lampung City applied by principles of transparency as a manifestation of good governance, but there is a tendency that people still lack the transparency of information regarding the preparation of the financial planning Budget and Revenue. The purpose of this study was to determine the implementation of transparency principles in preparing Budget and Revenue of Bandar Lampung City. This type of research used in this study was a qualitative descriptive. The results of this research indicate that implementation of transparency principles in preparing Budget and Revenue of Bandar Lampung City are: (1) Dissemination of information regarding the preparation of proposed budget by the government implemented a Community Aspiration Adoption Program and media (2) Availability of public rights of access to information about draft the local budget, through the Protocol and public Relations Section held a confirmation at Legislative of Bandar Lampung (3) The creation of a forum Surgical's proposed budget to accommodate the interests of society (4) Accommodated the interests of society in the preparation of local budget, the budget comes from the people and become an important instrument in moving the wheels of development.
