Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)
Teluk Kiluan memiliki pesona bahari yang seharusnya dapat menjadi daya tarik bagi wisatawan lokal dan asing. Pemerintahpun telah melakukan promosi dengan melakukan festival dan acara memancing rutin untuk melakukan promosi, namun pengunjung Teluk Kiluan masih belum optimal. Hal tersebut dikarenakan rusaknya sarana dan prasarana seperti akses jalan, penginapan, dan kamar mandi, sehingga diperlukan pembangunan dan adanya sinergi dari pemerintah, sektor swasta dan masyarakat di sekitar Teluk Kiluan untuk mendukung perencanaan pembangunan yang berkelanjutan dan berkesinambungan. Tipe penelitian yang digunakan dalam penelitian ini adalah tipe penelitian deskriptif dengan metode kualitatif. Penelitian ini menggunakan teknik pengumpulan data melalui wawancara, observasi dan dokumentasi. Hasil penelitian menunjukkan bahwa sinergisitas antar aktor yang ada di Teluk Kiluan masih belum terjalin. Hal tersebut dilihat dari peran serta yang dilakukan pemerintah sebagai regulator dan fasilitator, swasta sebagai investor dan masyarakat sebagai sumber daya manusia belum sesuai dengan peran serta yang seharusnya, sehingga kerjasama yang terjadi berupa pelatihan, pemberian izin dan penyediaan lapangan kerja. Kata Kunci : Sinergisitas, Pembangunan Pariwisata Abstrak Bahasa Inggris Kiluan Bay has a nautical charm that could have become an attraction for local and foreign tourists. To attract attention, The government been doing promotion by conducting routine event fishing weeks and festifal krakatoa. However, visitors to Kiluan Bay still not optimal. This is due to damage to infrastructure such as access roads, accommodation and bathrooms, so it needs development. So that the necessary synergy of government and the privat and communities around Kiluan Bay to support sustainable development planning and sustainable. This type of research used in this study is a qualitative study with descriptive analysis. This study uses data collection through interviews, observation and documentation. The result showed the synergy between actors in Kiluan Bay still has not estabilished. It is seen from the role of the government as a regulator and facilitator, private as investor and society as a human resources not at is should be. So, that cooperation occurs in form of training, bulding permits and employment There are some obstacles encountered in the development of tourism in Kiluan Bay namely the lack of human resources, lack of funds, and lack of grand design.
