Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)
ABSTRAK Pencurian dengan kekerasan terhadap pada pengendara kendaraan bermotor menjadi perhatian Kepolisian Resor Lampung Utara, karena kecenderungan tindak pidana ini mengalami peningkatan dari tahun 2013-204, oleh karena itu Kepolisian Resor Lampung Utara membentuk Tim Anti Begal yang melaksanakan peran sesuai tugas, fungsi dan wewenangnya. Permasalahan penelitian ini adalah: (a) Bagaimanakah peranan Tim Anti Begal dalam penanggulangan pencurian dengan kekerasan di Wilayah Hukum Kepolisian Resor Lampung Utara? (b) Mengapa terdapat penghambat terhadap Tim Anti Begal dalam penanggulangan pencurian dengan kekerasan di Wilayah Hukum Kepolisian Resor Lampung Utara? Penelitian ini menggunakan pendekatan yuridis normatif dan yuridis empiris. Prosedur pengumpulan data dilakukan dengan studi pustaka dan studi lapangan, data dianalisis secara kualitatif guna memperoleh kesimpulan. Hasil penelitian ini menunjukkan bahwa peranan Tim Anti Begal Polres Lampung Utara dalam penanggulangan pencurian dengan kekerasan termasuk dalam peran normatif yang dilaksanakan berdasarkan peraturan perundang-undangan dan peran faktual yang dilaksanakan berdasarkan kenyataan atau fakta di lapangan, meliputi: sosialisasi mengenai kewaspadaan terhadap tindak pidana pencurian dengan kekerasan pada pengendara kendaraan bermotor dengan pemasangan spanduk berisi himbauan; menempatkan anggota berpakaian preman pada titik-titik rawan tindak pidana pencurian dengan kekerasan pada pengendara kendaraan bermotor; melaksanakan penegakan hukum melalui penyelidikan dan penyidikan. Faktor-faktor yang menghambat Peranan Tim Anti Begal adalah faktor aparat penegak hukum, yaitu masih kurangnya kuantitas dan kualitas penyidik kepolisian; faktor sarana dan prasarana, yaitu keterbatasan sarana multimedia, alat penyadap dan laboratorium forensik; faktor masyarakat, yaitu adanya masyarakat yang justru melindungi pelaku tindak pidana pencurian dan tidak bekerjasama dengan petugas; faktor budaya, yaitu masih adanya budaya toleransi terhadap pelaku kejahatan dan memilih menyelesaikan suatu kasus tindak pidana tanpa melalui pihak kepolisian. Saran dalam penelitian ini adalah Tim Anti Begal Polres Lampung Utara disarankan untuk meningkatkan patroli dalam rangka pengamanan dan pengawasan terhadap lokasi-lokasi rawan begal dan disarankan meningkatkan pengawasan dengan menggunakan media kamera pengintai. Kata Kunci: Peranan, Tim Anti Begal, Pencurian Kekerasan ABSTRACT Theft with violence against the motorist to the attention of North Lampung Police, because of the tendency of criminal offenses is increased from the year 2013-204, therefore North Lampung Police formed Anti Robber Team in implementing the appropriate role of the duties, functions and responsibilities. The problems of this study are: (a) What is the role of Anti Robber Team in the prevention of theft with violence on North Lampung Police Resort? (b) Why are inhibitors against Anti Robber Team in the prevention of theft with violence on North Lampung Police Resort? This study used juridical normative and empirical. Data collection procedures conducted by literature study and field study, data were analyzed qualitatively in order to obtain conclusions. These results indicate that the role of Anti Robber Team of North Lampung Police Resort in the prevention of theft with violence, including in the role of normative implemented based on legislation and the role of factual implemented based on the fact or facts in the field, include: the socialization of awareness of the crime of theft by violence on motorists with instalating banners appeal; put members in plain clothes at vulnerable points of the crime of theft with violence on motorists; implement enforcement through inquiry and investigation. Factors that inhibit the role of Anti Robber Team are law enforcement officers factors, namely the lack of quantity and quality of police investigators; facilities and infrastructure factors, the limited means of multimedia, wiretaps and forensic laboratories; community factors, namely the people that actually protects the perpetrators of the crime of theft and did not cooperate with the officer; cultural factors, namely the persistence of a culture of tolerance towards perpetrators and choose solve a criminal case without going through the police. Suggestions in this research is Anti Robber Team of North Lampung Police Resort advised to increase patrols in the context of security and supervision of the locations prone robber and recommended increased surveillance using surveillance cameras media.
