Abstrak

ABSTRAK INDONESIA Sistem pengangkatan tenaga honorer dengan berbagai prosedur yang telah ditetapkan dalam beberapa peraturan perundang-undangan yang berlaku khususnya Peraturan Pemerintah Nomor 48 Tahun 2005 tentang Pengangkatan Tenaga Honorer dan diubah menjadi Peraturan Pemerintah Nomor 43 Tahun 2007 tentang Pengangkatan Tenaga Honorer dan Peraturan Pemerintah Nomor 98 Tahun 2000 tentang Pengangkatan Tenaga Honorer. Dikaitkan Peraturan Pemerintah Nomor 11 Tahun 2002 tentang Pengangkatan Tenaga Honorer Menjadi Calon Pegawai Negeri Sipil nampak belum sepenuhnya dipedomani oleh pemerintah daerah atau instansi terkait terutama pihak-pihak (recruiter) yang diberikan wewenang untuk melakukan pengangkatan tenaga honorer. Selain itu, aktivitas dalam proses rekruitmen masih diwarnai saling intervensi dan konflik kepentingan antara pejabat legislatif dan eksekutif dalam memengaruhi keputusan pengangkatan tenaga honorer. Tipe penelitian yang digunakan dalam hal ini dengan penelitian deskriptif dengan pendekatan kuantitatif dan kualitatif. Metod pengumpulan data yang penulis gunakan dalam penelitian ini diantaranya yaitu kuesioner, wawancara, observasi dan dokumentasi. Hasil dari penelitian ini menunjukkan bahwa dari hasil perhitungan rata-rata (mean) dari lima (5) indikator yaitu: keamanan data diperoleh hasil 3,77, waktu (kecepatan dan ketepatan) diperoleh hasil 3,73, ketelitian diperoleh hasil 3,71, variasi laporan diperoleh hasil 3,87, dan relevansi diperoleh hasil 4,01. berdasarkan hasil tersebut dapat diketahui bahwa kelima indikator masuk ke dalam katagori tinggi. Sedangkan berdasarkan hasil wawancara, lima indikator, yang meliputi keamanan data, waktu (ketapatan dan kecpatan), ketelitian, variasi laporan dan relevansi, keseluruhannya sudah dilaksanakan dengan baik. Maka penulis simpulkan bahwa pengangkatan tenaga honorer menjadi pegawai negeri sipil oleh Badan Kepegawaian Daerah (BKD) Kota Bandar Lampung dinyatakan efektif. Linked Government Regulation Number 11 of 2002 on Appointment of Honorary Workers being candidate for civil servants seems not entirely guided by the local government or the relevant agencies especially the parties (recruiter) is given the authority to conduct the appointment of honorary staff. In addition, activity in the recruitment process is still colored by mutual interference and conflict of interest between the legislative and executive authorities in decisions affecting the appointment of temporary employees. The method used in this research was descriptive research method with the quantitative and qualitative approaches. Data collection techniques used in this research were questionnaire, interview, observation and documentation. These results from this research showed that from the calculation of the average (mean) of five (5) indicators: security of data obtained results of 3.77, the time (speed and accuracy) is obtained results of 3.73, accuracy is obtained result of 3,71, variation of the report obtained results of 3.87, and relevance obtained result of 4,01. Based on these results it can be seen that the five indicators into the high category. Based on interview, the five indicators, including data security, time (speed and accuracy), accuracy, variety and relevance of the report, the whole has been implemented properly. The researcher conclude that the appointment of honorary staff as civil servant by the Regional Personnel Agency of Bandar Lampung city indicate effective.
