Abstract
ABSTRAK Terkait penyelenggaraan pemerintahan desa secara praktis masih dihadapkan pada berbagai persoalan, salah satunya adalah kepemimpinan kepala desa yang mengindikasikan ketidaksesuaian dengan semangat demokrasi, fenomena umum tersebut juga terjadi di Desa Margo Mulyo. Desa Margo Mulyo merupakan salah satu desa yang ada di wilayah Kecamatan Tegineneng Kabupaten Pesawaran. Pelaksanaan pembangunan di Desa Margo Mulyo Kecamatan Tegineneng Kabupaten Pesawaran dilaksanakan oleh kepala desa dibantu oleh perangkat desa, namun demikian Kepala Desa kurang melibatkan peran serta Badan Permusyawaratan Desa (BPD). Hal ini dijelaskan oleh Bapak Kasdi selaku anggota BPD yang menyatakan bahwa Kepala Desa jarang mengundang BPD pada saat akan melaksanakan suatu program kerja. Penelitian ini menggunakan tipe penelitian kualitatif. Penelitian kualitatif adalah penelitian yang bermaksud untuk memahami fenomena tentang apa yang dialami oleh subjek penelitian misalnya perilaku, persepsi, motivasi, tindakan dan lain-lain. Sebagai subjek penelitian adalah perangkat desa yaitu Ketua BPD dan Ketua RW serta kepala desa itu sendiri yang terlibat langsung dan menyertakan karakteristik dan gaya kepemimpinan kepala desa. Hasil penelitian diperoleh gaya kepemimpinan yang digunakan oleh Kepala Desa Margo Mulyo Kecamatan Tegineneng Kabupaten Pesawaran Tahun 2015 termasuk dalam gaya kepemimpinan otoriter. Kata Kunci: Gaya Kepemimpinan, Kepala Desa, Musrenbang ABSTRACT Related rural governance in practice is still faced with many problems, one of which is the village head's leadership which indicate non-compliance with the spirit of democracy, a common phenomenon also occurred in the village of Margo Mulyo. Margo Mulyo village is one of the villages in the subdistrict Tegineneng Pesawaran District. Rural development in the implementation of the District Tegineneng Margo Mulyo Pesawaran District implemented by the village head helped by village, however, the village chief not involve participation of the Village Consultative Body (BPD). This was explained by Mr. Kasdi as a member of BPD which states that the Village Head rarely invited BPD at the moment will carry out a work program. This study uses qualitative research type. Qualitative research is research that aims to understand the phenomenon of what is experienced by the subject of the study such behavior, perceptions, motivations, actions and others. As a research subject is the village that BPD Chairman and Chairman of RW as well as the head of the village itself directly involved and include characteristics and leadership style village head. The results obtained by leadership styles used by the border of the Village Head Mulyo district tegineneng Peswaran District 2015 are included in an authoritarian leadership style.
