Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)
Pemberian pensiun oleh Pemerintah kepada Pegawai Negeri Sipil (PNS) dapat memberikan motivasi bagi para Pegawai Negeri Sipil (PNS) untuk lebih giat bekerja dan memberikan kepastian penghasilan di masa datang. Adanya program jasa pensiun para Pegawai Negeri Sipil (PNS) merasa aman terutama bagi mereka yang menganggap pada usia pensiun sudah tidak produktif lagi. Berurusan dengan birokrasi pemerintah bukanlah suatu hal yang mudah dan sederhana. Hal ini wajar saja mengingat, dalam hal pelaksanaannya memakan waktu yang lama. PT. TASPEN yang dibentuk oleh pemerintah berdasarkan Peraturan Pemerintah Nomor 25 Tahun 1981 yang tujuan dan usahanya adalah menyelenggarakan Tabungan Asuransi Sosial Pegawai Negeri Sipil adalah lembaga yang secara administratif bertugas mengelola program tabungan hari tua dan pensiun PNS. Berdasarkan uraian diatas, maka yang menjadi pokok permasalahan dalam penelitian ini adalah: a) Bagaimanakah pelaksanaan program tabungan pensiun oleh PT. TASPEN kota Bandar Lampung? b) Faktor-faktor apakah yang menjadi penghambat dalam pelaksanaan program tabungan pensiun Pegawai Negeri Sipil oleh PT.TASPEN kota Bandar Lampung? Pendekatan masalah yang digunakan dalam penelitian ini adalah normatif empiris. Sumber data yang bersumber dari data primer dan sekunder. Metode pengumpulan data yang digunakan adalah studi kepustakaan dan studi lapangan. Pengolahan data dilakukan dengan tahapan editing, sistematika, dan klasifikasi data. Analisis data menggunakan analisis deskriptif kualitatif. Berdasarkan hasil penelitian dan pembahasan yang dilakukan bahwa pelaksanaan program tabungan pensiun oleh PT.TASPEN kota Bandar Lampung adalah : 1) Ditunjukkan kepada seluruh pns menurut Undang-Undang No. 5 Tahun 2014 yang berusia 58 tahun dan masa kerja minimal 20 tahun mendapatkan hak pensiun. 2) Sumber dana program tabungan hari tua sebesar 3,25 % sedangkan pensiun PNS 4,75 % dari penghasilan peserta setiap bulan, penyelenggaraannya menggunakan motto layanan 5T yaitu tepat orang, tepat waktu, tepat jumlah, tepat tempat, tepat administrasi. b.) Faktor penghambat dalam pelaksanaan program tabungan pensiun oleh PT.TASPEN kota Bandar Lampung antara lain : 1) Kekurangan sumber daya manusia baik jumlah karyawan tidak sebanding dengan banyaknya data yang akan di input. 2) Kesalahan proses dalam pengisian data formulir peserta Taspen. Kata Kunci : Tabungan, Pensiun, PT.TASPEN, Kota Bandar Lampung ABSTRAK BAHASA INGGRIS The appropriation of pension fund by gevernment to the civil servant (PNS) could be motivation for the civil servants (PNS) to be more hardworking and give certainty income in the future. This program make the civil servants secure especially for those who consider that in retirement age have been unproductive. But dealing with government bureaucracy is not an easy or simple thing, because in terms of its implementation need a long time. PT.Taspen formed by the government based on Government Regulation Number 25/1981 which purpose to organize social insurance savings for the civil servant. PT. Taspen is the institutions that administratively to manage the old age savings program or pension fund of civil servants program. Based on the description above, the main problems in this research: a) How the implementation saving pension fund of civil servants program by PT Taspen in Bandar Lampung city? b) Whether the inhibiting factors on the implementation saving pension fund of civil servants program by PT Taspen in Bandar Lampung city? This research was conducted by using empirical normative method with using the primary data from the result of this research. Based on the results and discussions (a) The implementation saving pension fund of civil servants program by PT Taspen in Bandar Lampung city: First, on the implementation participants must came alone should not be represented, and an employee of PT Taspen should not ask fee to participants. Second, employee of PT Taspen must provide services on time, the participants can freely choose payment in the post office or bank, the participants when input data must exactly and accurate and can be accounted. b) The inhibiting factors on the implementation saving pension fund of civil servants program by PT Taspen in Bandar Lampung city: First, the lack of human resources where the number of employees nothing compared to of all the data which want to be input.
