Abstract Economic development in an area is an on going process and has the connections and interplay among the factors that lead to economic development. Local governments play an important role in the development process, namely in view of the sectors that have the advantage of its region so that the sector base has better prospects for development and is expected to encourage other sectors to flourish. This study aims to determine appropriate policies in order to develop the sector in Sub Terbanggi Besar by knowing in advance the base sector. This research will focus on the characteristics of potential possessed by the District of Terbanggi Besar because this area has the potential not shared by others in the regency of Central Lampung.To find potential sector basis in the District of Terbanggi Besar this research uses an analysis tool location quotient (LQ). LQ calculation result known that the basic sector in the District of Terbanggi Besar LQ value> 1 is 1). Individual services which serve households, 2). Processing industry, and 3). While financial Intermediary business category into sectors base LQ values <1 are: 1). Accommodation and eating and drinking, 2). Transportation, warehousing and communications, 3). Health services and social activities, 4). Construction, 5). Wholesale and retail trade, 6). Social service, social, cultural, entertainment and individuals, 7). Real estate, renting and business services sector, 8). Education services, 9). Mining and quarrying, 10). Electricity, gas and water. From these results indicate that the results of research in accordance with spatial plans in Central Lampung districts that make Terbanggi Besar as a premier commercial and residential centers citywide.
