ABSTRAK Pemerintah Kabupaten Lampung Barat mengeluarkan kebijakan yaitu Peraturan Daerah Nomor 04 Tahun 2009 tentang Anggaran Pendapatan dan Belanja Daerah sebagai dasar untuk mengimplementasi Belanja Hibah Penyelenggaraan Pendidikan SMA di Kabupaten Lampung Barat Permasalahan didalam penelitian ini masih terdapatnya pungutan-pungutan yang di yang dilakukan oleh SMA di Kabupaten Lampung Barat kepada peserta didik hal ini bertentangan Peraturan Bupati Nomor 15 tentang Petunjuk Pelaksanaan BDPP Kabupaten Lampung Barat Pasal 15, bagaimanakah proses implementasinya Belanja Hibah tersebut. Adapun tujuan penelitian ini adalah untuk mengetahui Implementasi Belanja Hibah Penyelenggaraan Pendidikan SMA di Kabupaten Lampung Barat berdasarkan Perda Nomor 04 Tahun 2009 tentang APBD mentelaah dengan menggunakan Indikator Model Implementasi Kebijakan menurut Daniel Mazmanian dan Paul A. Sabatier.
