Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)
Abstrak Program Sekolah Gratis adalah Program BOS Tahun 2009 ( BOS Pusat) ditambah dengan APBD Provinsi dan APBD Kabupaten/Kota dengan landasan operasionalnya SE Mendiknas No. 23/MPN/KU/2009. Tujuan dari penelitian ini adalah Untuk mengetahui dan memaparkan peranan serta mengetahui faktor-faktor yang mempengaruhi peranan sekolah tersebut dalam upaya memaksimalkan program sekolah gratis. Dalam penelitian ini metode yang digunakan adalah metode penelitian kualitatif, di mana prosedur penelitiannya bersifat menjelaskan, mengolah, menggambarkan dan menafsirkan hasil penelitian dengan susunan kata dan kalimat sebagai jawaban atas masalah yang diteliti. informan-informan dalam penelitian ini adalah ; kepala sekolah, bendahara BOS, guru, dan komite sekolah (orang tua/ wali murid). Kesimpulan dari penelitian ini adalah : (1) Peranan sekolah dalam upaya memaksimalkan program sekolah gratis adalah ; (a) Peranan Sekolah Dalam Upaya Memaksimalkan Pengalokasian Dana BOS : Sekolah mengadakan rapat komite yang dihadiri kepala sekolah, guru dan komite sekolah. Rapat diadakan untuk menentukan daftar siswa serta menentukan alokasi dana yang akan dimasukkan dalam RAPBS. RAPBS yang telah disepakati melalui rapat, dibuat oleh kepala sekolah kemudian kepala sekolah mengajukan RAPBS tersebut ke panitia BOS pusat. Guru serta komite sekolah hanya mengawasi proses pembuatan dan pengajuan RAPBS. (b) Peranan Sekolah Dalam Upaya Memaksimalkan Pengambilan Dana BOS. Pengambilan dana BOS dapat dilakukan setelah ada pemberitahuan mengenai persetujuan RAPBS dari panitia BOS pusat. Pengambilan dana dilakukan oleh bendahara BOS. Kepala sekolah menandatangani slip tanda bukti penarikan yang akan bendahara gunakan, sebagai tanda bukti penarikan untuk mengambil dana dari kantor pos. Kepala sekolah serta komite sekolah hanya mengawasi proses pengambilan dana BOS tersebut. (c) Peranan Sekolah Dalam Upaya Memaksimalkan Penyaluran Dana BOS. Dana yang telah diambil dari kantor pos dikeluarkan sesuai dengan RAPBS. Sekolah bertanggung jawab dalam penggunaan dana serta mengawasi proses penyaluran dana agar sesuai dengan RAPBS. (2) Faktor - faktor yang mempengaruhi sekolah dalam upaya memaksimalkan program sekolah gratis ; (a) Faktor pendukung ; Faktor yang mendukung sekolah di antaranya adalah faktor sosial. Hal itu juga mendukung mereka untuk dapat memusyawarahkan masalah-masalah yang mungkin muncul. (b) Faktor penghambat ; Faktor penghambat yang ditemui sekolah hanya pada masalah waktu pencairan dana. Keterlambatan tersebut mengakibatkan sekolah tidak dapat melaksanakan RAPBS tepat waktu. Dari dua faktor yang mempengaruhi peranan sekolah tersebut, faktor pendukung mempunyai pengaruh yang lebih kuat. Melalui penelitian ini, dapat diketahui bahwa sekolah gratis hanya menyangkut biaya operasional yang meliputi, biaya investasi dan biaya operasi. Menyikapi hal yang telah diuraikan di atas, terlebih mengenai masalah yang timbul dikarenakan faktor penghambat, sekolah dapat lebih rinci menyusun RAPBS dan menyesuaikan dengan jadwal pencairan dana. Dari masalah yang timbul akibat berbedanya persepsi antara masyarakat dengan pemerintah dalam program sekolah gratis ini, hendaknya pihak sekolah dapat lebih intens dalam menyosialosasikan program sekolah gratis kepada wali murid. Masyarakatpun diharapkan dapat lebih bijak dan kritis untuk meresponi program sekolah gratis tersebut. Di sisi lain masalah yang mungkin timbul dari adanya program ini hendaknya membuat masyarakat lebih peduli dan ikut serta untuk mengatasinya demi tercapainya cita-cita masyarakat akan mutu pendidikan dan mutu sekolah yang baik. School principals and school committees oversee only those making process of BOS funds. (C) Efforts to Maximize the Role of Schools In the Channeling of BOS Funds. Funds that have been taken from the post office issued in accordance with budgets. Schools are responsible for the use of funds and oversee the process of channeling funds to match the budgets. (2) factors - factors that affect the school in an effort to maximize free school programs, (a) supporting factors, factors that support these schools is the social factor. It also supports them to be able to deliberate on the problems that may arise. (B) inhibiting factor; obstacle encountered at the school only a matter of time disbursement of funds. The delay resulted in school budgets can not carry out timely. Of the two factors that influence the role of the school, supporting factors have a stronger influence. Through this research, it is known that free schooling only about covering operating costs, investment costs and operating costs. Dealing with things that have been described above, especially regarding the problems arising due to inhibiting factors, schools can better prepare detailed budgets and adjust with the disbursement schedule. Of the problems that arise from different perceptions among the public with government in this free school program, the school should be more intense in menyosialosasikan free school programs to parents. As society is expected to be more wise and critical to respond to these free schools program. On the other side issues that might arise from the existence of this program should make people more aware and participate to address them in order to attain the ideals of the community will be the quality of education and quality of a good school.
