Abstract

Act 32 of 2004 Article 19 paragraph (2) stipulates that the Regional People's Representative Council (DPRD) as the Regional Legislative Body, which is located parallel to and become partners of the Regional Government. Regional People's Representative Council (DPRD) are no longer in a position sub-ordinatif against the executive, but parallel to the Regional Representatives Council (DPRD) could be more critical to the executive. As in the case of Formation Process Regulation (Regulation), which requires adequate competence of all members of the Regional Representatives Council (DPRD) itself, both in stage design proposal for the Regional Regulation (Raperda) or the Regional Regulation Plan Review Phase (Raperda).
