Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)
Abstract Pemilihan kepala desa yang demokratis dalam pelaksanaannya harus menerapakan nilai-nilai demokrasi (musyawarah dan partisipasi). Berdasarkan Undang-Undang Nomor 32 Tahun 2004 Tentang Pemerintahan Daerah dan Peraturan Pemerintah Nomor 72 Tahun 2005 Tentang Desa bahwa penyelenggaraan pemerintahan desa diselenggarakan dengan prinsip-prinsip demokrasi dan memperhatikan adat istiadat serta kebiasaan masyarakat setempat. Penerapan nilai-nilai demokrasi (musyawarah dan partisipasi) di Desa Marga Dadi belum sepenuhnya diterapkan dalam pemilihan kepala desa tahun 2007. Rumusan masalah dalam penelitian ini adalah “Bagaimanakah Implementasi Nilai-Nilai Demokrasi Dalam Pemilihan Kepala Desa Marga Marga Dadi Kecamatan Jati Agung Kabupaten Lampung Selatan Tahun 2007” ? dan tujuan penelitian ini adalah untuk mengetahui proses implementasi nilai-nilai demokrasi dalam pemilihan kepala desa di Desa Marga Dadi Kecamatan Jati Agung Kabupaten Lampung Selatan. Penelitian ini menggunakan penelitian kualitatif dan teknik pengumpulan data dilakukan dengan wawancara dan dokumentasi. Teknik pengolahan data dilakukan dengan tahap pemeriksaan data (Editing) dan interprestasi data. Kemudian data yang didapat kemudian dianalisis dengan dengan teknik reduksi data, penyajian data dan penarikan kesimpulan (Verifikasi). Hasil yang didapatkan adalah implementasi nilai-nilai demokrasi dalam pemilihan kepala desa di Desa Marga Dadi Kecamatan Jati Agung Kabupaten Lampung Selatan tahun 2007 telah diterapkan tetapi belum optimal. Hal ini terbukti pada tahap musyawarah terdapat adanya aparat desa dan sebagian masyarakat yang tidak terlibat dalam musyawarah dikarenakan tidak ada pemberitahuan atau undangan dari pemerintah desa. Kemudian tahap partisipasi terdapat kendala yang berasal dari masyarakat. Hal ini terbukti dengan kurangnya partisipasi masyarakat dalam menghadiri musyawarah dikarenakan sebagian masyarakat belum memahami pentingnya partisipasi dalam demokrasi. Adapun anggapan masyarakat bahwa musyawarah tersebut hanya untuk orang-orang yang berkompeten (pintar) Abstract The operation of democracy chieftain election is supposted to administered the demodracy values ( delibration and participation). Based on the law of the land number 32 in 2004 about local government and the rule of government number 72 in 2005 about village, it states that the administration of village government is administered with the rule of democracy and the behaviour of the society itself. The implementation of democracy values of chieftain election in 2007 at Desa Marga Dadi is not administered yet. The problem of this research is, how is the implementation of democracy values of the chieftain election at Desa Marga Dadi kecamatan Jati Agung Kabupaten Lampung Selatan in 2007. The objective of this research is to know the process of implementation of democracy values of the chieftain election at Desa Marga Dadi Kecamatan Jati Agung Kabupaten Lampung Selatan. The research is qualitative research. Data collecting technique are done by interview and documentation. The data analysis are done by editing and data interprete and then the data are analyzed by data reduction technique, persentation and verification. The result of the research shows that the implementation of democracy values of the chieftain election in 2007 at Desa Marga Dadi Kecamatan Jati Agung Kabupaten Lampung Selatan is already administered, but it is not optimal yet. It is proven in delibration step, there are so many people from the society that do not get involve, it because of they do not get any announcement for it. While, in participation step, there are many problems come from the society. It is proven by the lack of participation from the people, it because of the people do not understand the importance of participation in democracy. The people also pretend that the delibration is only for the competence peolpe not for them.
