Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)
Secara diferensiasi vertikal pemerintah kampung merupakan tingkatan pemerintahan yang paling dekat dengan masyarakat sehingga memiliki peran dan posisi yang strategis dalam pelayanan publik dan pemberdayaan masyarakat. Penyerahan urusan pemerintahan kabupaten yang secara teknis bisa dilaksanakan oleh kampung sangat diperlukan untuk mempercepat pembangunan dan pelayanan publik. Pemberian kewenangan kepada kampung dapat mengurangi beban pemerintah daerah, meningkatkan efesiensi, memenuhi kebutuhan psikologis akan self actualization and identity . Penelitian ini memiliki tujuan untuk mengetahui efektivitas implementasi urusan pemerintahan di Kampung Astomulyo, Kecamatan Punggur, Kabupaten Lampung Tengah. Penelitian ini merupakan penelitian deskriptif kualitatif yang menggambarkan keadaan dengan proses pengamatan serta pengumpulan kata-kata tertulis atau lisan dari narasumber. Hasil penelitian menunjukkan bahwa terdapat lima bidang urusan yang dilaksanakan oleh Pemerintah Kampung Astomulyo yaitu bidang ketahanan pertanian dan ketahanan pangan, bidang kesehatan, bidang pekerjaan umum, bidang otonomi kampung dan bidang keluarga berencana dan keluarga sejahtera. Dari kelima bidang tersebut yang layak diserahkan kepada kampung yaitu bidang ketahanan pangan dan ketahanan pertanian, bidang pekerjaan umum dan bidang otonomi kampung. Kelayakan tersebut dilihat dari kemampuan pemerintah kampung untuk menyediakan anggaran dan dukungan dari lembaga kemasyarakatan dalam pelaksanaan kegiatan. Sementara bidang kesehatan dan bidang keluarga berencana dan keluarga sejahtera dalam pelaksanaannya kurang efektiv dan tidak layak untuk diserahkan kepada Kampung Astomulyo karena tidak adanya dukungan anggaran, tidak adanya kewenangan dalam struktur organisasi dan tata kerja Pemerintahan Kampung Astomulyo serta keterbatasan sumber daya aparatur. Kata Kunci : Efektivitas dan Urusan Pemerintahan. abstract Viewed from vertical differentiation, a village or kampung is the closest level of governance to people that it has quite an important and startegic position in terms of people empowerment and public services. The delegation of regency affairs which can technically be done by a village is absolutely needed in order to accelerate the village development and public services. It also can reduce the burden of the local government, increase the eficiency, and fulfill the psycological needs of self actualization and identity. This reserach was aimed at finding out the effectiveness of the implementation of village governance affairs in Astomulyo Village Punggur District Central Lampung Regency. It is a qualitative descriptive research describing the situation which was conducted through observation and written and oral data collection from the informants. The results show that there are five areas of affairs undertaken by the Government of Astomulyo Village including the areas of sustainable agriculture and food security, health, public sector, village autonomy, and family planning and welfare. Of those five areas, the areas which are eligible to be handed over to the village governance are the areas of sustainable agriculture and food security, public sector, and village autonomy. The eligibility can be seen from the ability of the village government to provide the budget as well as the support of civil society to implement the programs. While those of health and family planning and welfare are considered ineffective and are not eligible to be handed over to the village government due to the absence of budgetary support, the absence of authority in the village’s organizational structure, the village’s working procedures, and lack of human resources Key words: Effectiveness, Governance Affairs
