Fisheries and marine sector is a strategic sector and plays an important role in supporting the national economy. This got the attention of the government sector, which directly involves the public, especially fishermen, Efforts to improve the well-being of coastal communities has been conducted by the Ministry of Maritime Affairs and Fisheries, namely through the Coastal Community Economic Empowerment Program (PEMP). This program has been running since 2001. One recipient of a revolving fund program in 2011 is PEMP KMM (Cooperative Mina Mandiri) in the village of Labuan Maringgai Sri Minosari District East Lampung regency. The problem in this study is whether the government program (PEMP) can increase the income of rural fishing communities in Sri Minosari. The research was conducted in the village of Sri Minosari, namely on the PEMP Program grantees. To prove the existence of an increase in income in the community after receiving funding PEMP program used nonparametric statistical test Wilcoxon Signed Rating (s Wilcoxon Signed Rank test). Based on the survey results were received revolving fund, it is known that the average gross income before the program is Rp. 1.045.732, - / month, and the average gross income after fund management program is Rp 1.183.537, - / month. Thus there is an increase in the average income of Rp. 137.804, - (13%) after the aid program. Based on the calculation of the value of Z is known to -6.69 which is in the region of rejection H0, so that H1 is accepted. Thus, the hypothesis has been established that there is an increase in the income of the fishermen village of Sand Berm after rolling grant program PEMP proven. Coastal Community Economic Empowerment Program (PEMP) has increased incomes of fishing communities in Desa Sri Minosari, the program should continue to be given to fishing communities in other areas so slowly coastal communities can prosper. Keywords: Revolving fund, income of fishermen Sektor perikanan dan kelautan adalah sektor yang strategis dan memegang peran penting dalam menunjang perekonomian nasional. Sektor ini mendapat perhatian pemerintah yang langsung melibatkan masyarakat khususnya nelayan, Upaya untuk meningkatkan kesejahteraan masyarakat pesisir telah dilakukan oleh Departemen Kelautan dan Perikanan yaitu melalui Program Pemberdayaan Ekonomi Masyarakat Pesisir (PEMP). Program ini telah berjalan sejak tahun 2001. Salah satu penerima dana bergulir Program PEMP tahun 2011 adalah KMM (Koperasi Mina Mandiri) yang ada di desa Sri Minosari Kecamatan Labuhan Maringgai Kabupaten Lampung Timur. Permasalahan dalam penelitian ini adalah apakah Program pemerintah (PEMP) dapat meningkatkan pendapatan kelompok masyarakat nelayan di desa Sri Minosari. Penelitian ini dilakukan di Desa Sri Minosari, yaitu pada masyarakat penerima dana Program PEMP. Untuk membuktikan adanya peningkatan pendapatan pada masyarakat setelah menerima bantuan dana Program PEMP digunakan statistik nonparametrik Uji Peringkat Bertanda Wilcoxon (Wilcoxon’s Signed Rank Test). Berdasarkan hasil survey pada masyarakat yang menerima dana bergulir, diketahui bahwa pendapatan kotor rata-rata sebelum adanya program adalah sebesar Rp. 1.045.732,- per bulan, dan pendapatan kotor rata-rata setelah pengelolaan dana program adalah sebesar Rp 1.183.537,- perbulan. Dengan demikian terdapat peningkatan rata-rata pendapatan sebesar Rp. 137.804,- (13%) setelah adanya bantuan program. Berdasarkan hasil perhitungan diketahui nilai Z adalah -6,69 yang berada pada daerah penolakan H0, sehingga H1 diterima. Dengan demikian hipotesis yang telah ditetapkan bahwa terdapat peningkatan pendapatan masyarakat nelayan Desa Pematang Pasir setelah pemberian bantuan dana bergulir Program PEMP terbukti. Program Pemberdayaan Ekonomi Masyarakat Pesisir (PEMP) telah berhasil meningkatkan pendapatan masyarakat nelayan di Desa Sri Minosari, hendaknya program ini terus diberikan bagi masyarakat nelayan di daerah lain agar perlahan masyarakat pesisir dapat mencapai kesejahteraan.
