Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)
antara BNNP Lampung dengan Kepolisian Daerah Lampung dalam pencegahan dan pemberantasan penyalahgunaan narkotika di Provinsi Lampung. Pendekatan masalah yang digunakan adalah yuridis normatif dan pendekatann yuridis empiris. Responden penelitian ini adalah penyidik Badan Narkotika Nasional Provinsi Lampung, Kepolisian Daerah Lampung (Satuan Narkotika Polda Lampung) dan Dosen Fakultas Hukum Unniversitas Lampung. Pengumpulan data dilakukan dengan studi pustaka dan studi lapangan. Data selanjutnya dianalisis untuk memperoleh kesimpulan penelitian. Hasil penelitian menunjukkan: Hubungan Koordinasi antara Penyidik Badan Narkotika Nasional Provinsi Lampung dengan Kepolisian Daerah Lampung dalam menanggulangi tindak pidana narkotika di Provinsi Lampung dilaksanakan cukup optimal hal tersebut dapat dilihat dengan banyaknya pelaku yang terjaring atau tertangkap dan setiap tahunya mengalami peningkatan, dalam hal ini penyidikan yng merupakan suatu hubungan koordinasi antara BNNP Lampung dengan Kepolisian Daerah Lampung yang sesuai dengan Undang-Undang Nomor 35 Tahun 2009 yaitu dalam Pasal 81 UU Narkotika yaitu penyidik Kepolisian Negara Republik Indonesia dan penyidik BNN berwenang melakukan penyidikan terhadap penyalahgunaan dan peredaran gelap narkotika dan precursor narkotika berdasarkan undang-undang ini. Serta dalam Nota Kesepahaman BNN RI, Kepolisian RI, Direktorat Jenderal Bea Cukai, Departemen Keuangan RI Nomor 07 Tahun 2010 tentang Kerjasama dan Koordinasi Penanganan Tindak Pidana Narkotika dan Prekursor Narkotika. Faktor-faktor yang menghambat hubugan koordinasi antara penyidik Badan Narkotika Nasional Provinsi Lampung dengan Kepolisian Daerah Lampung dalam penanggulangan tindak pidana narkotika di Provinsi Lampung yang lebih dominan adalah Faktor substansi hukum yaitu secara yuridis kewenangan yang tidak spesifik antara kedua lembaga ini bisa dijadikan sebagai faktor penghambat hubungan koordinasi antara keduanya, yaitu tumpang tindih kewenangan yang a terjadi adalah dalam satu objek menjadi dua kewenangan yang akan membuat seperti perebutan target operasi. Saran dalam penelitian ini adalah sebagai berikut : Hendaknya dapat ditingkatkankan kerjasama dan koordinasi yang lebih intens dan efektif antara BNNP Lampung dengan Kepolisian Dit ResPolda Lampung serta dengan lintas sektoral terkait dalam pengawasan, pengendalian ketersediaan, pencegahan dan pemberantasan tindak pidana narkotika. Agar koordinasi atau kerjasama antara BNNP Lampung dan Kepolisian Dit Res Narkotika Polda Lampung di dukung baik oleh semua pihak. Kata kunci : Hubungan, Koordinasi, Narkotika THE RELATIONSHIP OF COORDINATION BETWEEN NATIONAL NARCOTICS AGENCY WITH REGIONAL POLICE OF LAMPUNG PROVINCE AS AN EFFORT OF PREVENTING AND COMBATING NARCOTICS ABUSE Abuse and illicit trafficking is a very complex issue, so it is necessary to reduce comprehensively that involving cooperation between law enforcement and community participation that carried out continuously and consistently. The institutions that have a duty and responsibility in the prevention of narcotics in the province of Lampung are the National Narcotics Agency of Lampung Province and Lampung Police. The problems of this research are: What is the relationship of coordination between BNNP Lampung and Lampung Police in preventing and eradicating drug abuse in the province of Lampung. What is the limiting factor to coordinate BNNP Lampung with Lampung Police in preventing and eradicating drug abuse in the province of Lampung. The approach used is juridical normative and empirical approach. The respondents of this study were the investigator of the National Narcotics Agency of Lampung, Lampung Police (Police Narcotics Unit Lampung) and the lecturer of Faculty of Law Lampung University. The data collection is done through library research and field study. Data were then analyzed for the conclusion of the study. The results showed: the relations of coordination between the Investigator of National Narcotics Agency of Lampung Province with the Lampung Police in tackling the narcotic crime in Lampung Province are optimized implemented that can be seen by the many of criminals get netted or caught and every year the number has been increasing. In this case the investigation which is a coordinated relationship between BNNP Lampung and Lampung Police in accordance with Law No. 35 of 2009, namely in Article 81 of the Narcotics Act, said that the Investigator of Indonesian National Police and the Investigators of BNN have the authority to conduct investigations on the abuse and illicit trafficking of narcotic drugs and precursors based on this law. As well as the Memorandum of BNN RI, the National Police, the Directorate General of Customs, Ministry of Finance No. 07 of 2010 on the Coordination and Cooperation on Narcotics Crimes and Narcotics Precursors. The factor that inhibit the ties of coordination between the investigators of the National Narcotics Lampung province with the Lampung Police in combating narcotic crime in the province of Lampung more than dominant is factor of legal substance that is legally authorized but un specifically stated between these two institutions, can be considered as inhibiting factors for coordination between both institutions, and the overlap of authority could happen since one object is under two authorities that would make such a seizure on target of operation. Suggestions in this study are as follows: The cooperation and coordination between BNNP ResPolda Lampung and Lampung Police Directorate should be enhanced, more intensively and effectively as well as the cross-sector supervision that is related to availability control, prevention and eradication of narcotics. And also, the coordination or cooperation between the BNNP Lampung and Lampung Police of Narcotics Directorate should be supported well by all parties.
