Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)
Badan Pemberdayaan Perempuan dan Perlindungan Anak (PPPA) Provinsi Lampung adalah lembaga perlindungan anak yang dibentuk berdasarkan Peraturan Daerah Provinsi Lampung Nomor 7 Tahun 2013.Badan Pemberdayaan Perempuan dan Perlindungan Anak dibentuk untuk membantu Gubernur dalam meningkatkan kesejahteraan masyarakat, merumuskan strategi pemberdayaan perempuan dan perlindungan anak melalui pemberian perlindungan. Meskipun ada lembaga semacam ini, namun tahun 2014 sampai 2015 masih banyak anak belum mendapatkan perlindungan. Anak balita terlantar 4695, anak terlantar 17636, anak berhadapan dengan hukum 1238, anak jalanan 937, anak kedisabilitas4338, anak korban tindak kekerasan 399,anak memerlukan perlindungan khusus 230. Untuk mengetahui peran Badan PPPA Provinsi Lampung dalam mewujudkan pemenuhan hak anak dan faktor penghambatnya, peneliti tertarik meneliti tentang “Peran Badan PPPA Provinsi Lampung dalam Mewujudkan Pemenuhan Hak-Hak Anak”. Tujuan dari penelitian ini untuk mengetahui peran badan PPPA Provinsi Lampung dalam mewujudkan pemenuhan hak anak serta penghambatnya. Penelitian ini menggunakan pendekatan normatif dan empiris. Sumber data yang digunakan data primer dan sekunder dengan prosedur pengumpulan data melalui studi kepustakaan dan studi lapangan. Analisis data dilakukan secara deskriptif kualitatif. Berdasarkan hasil penelitian, peran Badan Pemberdayaan Perempuan dan Perlindungan Anak Provinsi Lampung dalam Mewujudkan Pemenuhan Hak-Hak Anak adalah melaksanakan penyiapan bahan perumusan kebijakan teknis dibidang perlindungan anak dan melaksanakan pembinaan dibidang perlindungan anak.Faktor penghambatnya adalah terbatasnya sumber daya manusia pada Badan PPPA Provinsi Lampung yang hanya 9 orang pegawai dengan kemampuan terbatas tentang tugas dan fungsinya karena mereka pegawai baru dan pindahan dari satuan lain yang ditempatkan pada Badan PPPA. Pegawai juga kurang menguasai tentang informasi dan teknologi. Sebagai solusinya, kami menyarankan dilakukan penambahan pegawai bagian perlindungan perempuan dan anak Badan PPPA, dan penguatan kelembagaan khususnya pembekalan tugas dan fungsinya, agar lebih maksimal melaksanakan tugas dan fungsinya. The body of women empowerment and child protection (WECP) province of Lampung is the child protection institutions established on the basis of the regulation region of Lampung Province number 7 by 2013. The body of women empowerment and child protection was formed to assist the Governor in improving the welfare of the community, formulating a strategy for the empowerment of women and protection of children through the granting of protection. While there are institutions of this kind, but by 2014 to 2015, there are still many children haven't gotten protection. Toddlers displaced 4695, 17636 abandoned children, children are confronted with legal 1238, street children, child kedisabilitas 937 4338, son victim of violence 399, children require special protection of 230. To find out the role of the Agency in Lampung Province WECP embodies the fulfilment of children's rights and restricting factors, researchers interested in researching on "the role of the Agency in Lampung Province WECP embodies the fulfilment of children's rights". The purpose of this research is to know the role of the Agency in Lampung Province WECP embodies the fulfilment of children's rights as well as thetrouble. This research uses the normative and empirical approaches. The data source used primary data and secondary data gathering procedures via the study of librarianship and the study of the field. The data analysis done in a descriptive qualitative. Based on the results of research, the role of the Agency of women empowerment and child protection province of Lampung in realizing the fulfillment of children's rights was carrying out preparation of the ingredients technical policy formulation in the field of child protection and carry out the construction in the field of child protection. Restricting factor is the limited human resources in the province of Lampung WECP Entities only 9 employees with limited capabilities of tasks and functions because they are new and transfer employees from other units that are placed on the body of the WECP. Employees are also less master of information and technology. As a solution, we recommend that you do the addition of employees part of the protection of women and children and strengthening of the Agency's institutional WECP, particularly supply duties and its functions, in order to better perform the duties and functions at maximum.
