Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Pemerintah mengeluarkan Program Beras Miskin (Raskin) dengan tujuan untuk mengurangi pengeluaran Rumah Tangga Miskin (RTM) melalui pemenuhan sebagian kebutuhan pangan pokok dalam bentuk beras. Dengan terpenuhinya kebutuhan pangan mereka, maka diharapkan ketahanan pangan di tingkat rumah tangga sasaran meningkat serta terlindungi dari rawan pangan dan kekurangan nutrisi khususnya karbohidrat. Tim Nasional Percepatan Penanggulangan Kemiskinan (TNP2K) menyebutkan bahwa keberhasilan program raskin diukur berdasarkan pencapaian indikator 5 tepat (5T), yaitu tepat jumlah, tepas sasaran, tepat waktu, tepat harga dan tepat kualitas. Penelitian ini didasarkan pada teori George Edward III, dimana menurut Edward III dalam teori implementasinya bahwa keberhasilan implementasi kebijakan itu dipengaruhi oleh 4 aspek yakni komunikasi, sumberdaya, disposisi dan struktur birokrasi. Tujuan penelitian ini adalah untuk menjelaskan pencapaian indikator 5 tepat (tepat jumlah, tepas sasaran, tepat waktu, tepat harga, tepat kualitas) dalam pelaksanaan penyaluran Raskin di Kelurahan Pringsewu Barat dan juga menelaah pengaruh aspek komunikasi, sumberdaya, disposisi dan struktur birokrasi dalam teori George Edward III terhadap implementasi program raskin. Penelitian ini menggunakan pendekatan deskriptif kualitatif. Sumber data terdiri dari data primer yang diperoleh melalui wawancara dan dokumentasi, dan data sekunder yang diperoleh melalui pengolahan dokumen, catatan, arsip-arsip dan peratutan yang berkaitan dengan penelitian. Hasil penelitian menunjukkan bahwa implementasi program Beras Miskin (Raskin) di Kelurahan Pringsewu Barat Tahun 2015 belum berjalan dengan baik seperti yang diharapkan, hal ini dikarenakan indikator keberhasilan raskin 5T yakni tepat jumlah, harga, kualitas, sasaran, dan waktu belum sepenuhnya tercapai. Aspek-aspek yang sangat memengaruhi keberhasilan implementasi kebijakan yang dikemukakan dalam model implementasi Edward III seperti komunikasi, sumberdaya, disposisi, dan struktur birokrasi dalam implementasi program raskin belum berjalan optimal sehingga masih ditemukan kendala atau hambatan dalam implementasi program raskin di Kelurahan Pringsewu Barat. The fulfillment of their food needs, it is expected that food security at the household level targeting to increase and protected from food insecurity and nutritional deficiencies especially carbohydrates. Tim Nasioal Percepatan Penanggulangan Kemiskinan (TNP2K) states that the success of Beras Miskin Program is measured by the achievement of appropriate indicators 5 rights (5T), which is right on quantity, right on target, right time, right price and right quality. This research is based on theory of George Edward III, Edward III in implementation theory says that the successful implementation of the policy was influenced by four aspects which is communication, resources, disposition and bureaucratic structure. The purpose of this research is to describe the achievement of appropriate indicators 5 rights (right quantity, right on target, right time, right price, right quality) in the implementation of Raskin distribution in the Kelurahan Pringsewu Barat and also to analyze the influence aspects of communication, resources, disposition and bureaucratic structure in the theory of George Edward III for program implementation Raskin. This research used a qualitative descriptive approach. The data source consists of primary data obtained through interviews and documentation, and secondary data obtained through the processing of documents, records, archives and regulations relating to research. The results showed that the implementation of the program Rice Poor (Raskin) in Kelurahan Pringsewu Barat 2015 have not been going well as expected, this is because the success indicators Raskin 5T which is the right quantity, right price, right quality,right on target, and time has not been fully achieved. Aspects that influence the successful implementation of the policies put forward by Edward III such as communication, resources, disposition and bureaucratic structure in the implementation of the Raskin program has not worked optimally so there are still many obstacles or inhibiring factor in the implementation of Raskin program in Kelurahan Pringsewu Barat.
