ABSTRACT Government efforts to increase UKM role in recovery national economy were carried out with policy requiring BUMN and large private companies to help small and medium-sized companies. This policy has written in Minister BUMN Regulations No. 05, 2007. PT. Bukit Asam, which one of BUMN also had Partnership programs between the company, UKM, and also with Environmental Developing Programs In realization Partnership programs, there were problems arise, it was the low rate of the collecbility loan funds return. Another problem was the people perception, they perceived the partnership funds as a grant, no need to be returned. Method that used in this research was descriptive design with a qualitative approach. Focus of this research was the effectiveness of realization partnership programs and the obstacles that the company face were from the internal and external factors. The result of this research describe that the realization partnership programs which hold by PT. Bukit Asam had not effective yet. This could be evidenced by five indicators, 1) The human resources had not competent. 2). The facilities generaly were adequate..3) The standars of procedure had not full implementation and the socialization of this procedure not maximal. 4) Conformity result with goals have not been not match because the low refund rate loans.5) Physical result were already seen and could be enjoyed by the partners. Partnership programs has not fully empowerment UKM become independent. This can be seen by the aspect of not returned the collecbility of funds and consumptive character of people. Factors that influenced the realization of this programs not effective were the weakness of the rules in funds returning, made funds difficult to return Another obstacle was the life style of the partner, they were very consumptive, they prefer to spend their money to unnecessary need. Key words: Effetiveness , Partnership, empowering ABSTRAK Upaya pemerintah untuk meningkatkan peranan UKM dalam perekonomian negara dilakukan dengan mengeluarkan kebijakan yang mewajibkan bagi BUMN maupun perusahaan Swasta Besar untuk membantu usaha kecil dan menengah. Upaya tersebut tertuang dalam Peraturan Menteri BUMN No.05 Tahun 2007 Tentang Program Kemitraan BUMN dengan UKM dan Bina Lingkungan. PT. Bukit Asam sebagai salah satu BUMN juga ikut menyelenggarakan Program Kemitraan dan Bina Lingkungan (PKBL). Dalam pelaksanaan Program kemitraan terdapat permasalahan yaitu rendahnya rendahnya angka kolektibitas pengembalian dana pinjaman. Selain itu adanya persepsi masyarakat yang mengaggap bahwa dana kemitraan dianggap hibah yang tidak harus dikembalikan. Metode yang digunakan dalam penelitian ini adalah tipe penelitian deskriptif dengan pendekatan kualitatif. Adapun fokus penelitiannya yaitu efektivitas pelaksanaan program kemitraan dan kendala-kendala yang dihadapi baik internal maupun eksternal. Hasil dari penelitian menunjukkan bahwa pelaksanaan program kemitraan yang diselenggrakan oleh PT. Bukit Asam belum berjalan dengan efektif. Hal ini dapat dinilai dengan lima indikator yaitu: 1). Sumber daya manusia belum benar-benar berkompetensi. 2). Untuk sarana dan prasarana secara umum sudah memadai.3). Prosedur yang menjadi acuan belum sepenuhnya diterapkan, serta sosialisasi yang dilakukan belum belum maksimal. 4). kesesuaian hasil dengan tujuan belum terpenuhi karena masih rendahnya angka pengembalian dana pinjaman. 5). Hasil secara fisik sudah terlihat dan dapat dinikmati oleh mitra binaan. program kemitraan ini belum sepenuhnya memberdayakan UKM supaya mandiri, hal ini terlihat dari danka koletibitas dan sifat konsumtif masyartakat. Faktor yang mempengaruhi pelaksanaan program ini belum efektif yaitu lemahnya peraturan untuk pengembalian dana pinjaman sehingga dana yang disalurkan sulit untuk kembali. Kendala lain adanya pola hidup dari mitra binaan yang bersifat konsumtif dan lebih suka membelanjakan uang mereka untuk keperluan yang tidak penting. Kata kunci: Efektivitas, Kemitraan, Pemberdayaan
