Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)
Health basically is required by every human being to be able to live competently, productive and also can compete to increase its life level. Government has responsibility to guarantee health of society to improve life to some Medicare, one of them is health guarantee program. Jaminan Kesehatan Semesta (Jamkesta) represents health guarantee program from government in guarantying health of society. In line with this central government program, government of Lampung Province also partakes to execute program of Jamkesta. This Matter also becoming Governmental base of Metro to execute program of Jamkesta to guarantee health of its 41.560 society which not yet owned health guarantee as part of sub-province / town of Lampung Province started in the early year 2012. Program implementation of Jamkesta in Metro determined by how performance of implementor in executing program utilized to submit output of policy of target group seen some implementation performance indicators, they are accessing, coverage, frequency, accuracy of service, accountability and according to program with requirement. Based on these indicators, the result of from program of Jamkesta in Metro earned done determine factors influencing efficacy or failure of program implementation of Jamkesta in Metro, because an implementation can be told to succeed if in course of it’s not insuffient and also the target of early from implementation of program can be reached. This research used qualitative method with descriptive approach. Research tried to give a description and the systematically and factual on the implementation of performance Jamkesta’s program in Metro. The kind of data used in this research are the observation, interviews and documentation with the program’s implementator and target group (society) also through secondary data, such as Act and the Regulations on Jamkesta in Metro. The conclusions of the research are Implementation Program of Jamkesta in Metro has not been effectily and run, because the goals which have been determined in early to accomodate 41.560 society not yet accomodated. There are some factor which has not been run well because the implementation couldn’t reach its goals. Keywords : Implementation Performance, Program, Jamkesta
