Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Pembangunan pasar induk modern kemiling didasarkan pada Peraturan Menteri dalam Negeri Nomor 3 Tahun 1986 tentang Penyerahan Modal pada Pihak Kedua dan Peraturan Daerah Kota Madya Daerah Tingkat II Bandar Lampung Nomor 5 Tahun 1988 Tentang Penyerahan Modal Daerah Kota Madya Daerah Tingkat II Pada Pihak Ketiga. Penelitian ini merumuskan permasalahan berupa: Bagaimanakah formulasi kebijakan pembangunan pasar induk modern kemiling Kota Bandar Lampung dan Apakah kendala dalam proses formulasi kebijakan pembangunan pasar induk modern kemiling Kota Bandar Lampung?. Penelitian ini menggunakan metode penelitian kualitatif deskriptif. Prosedur pengumpulan data yang digunakan dengan wawancara, observasi, dokumentasi. Analisis data dilakukan dengan reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian dan analisis mengenai formulasi kebijakan pembangunan pasar induk modern kemiling di ketahui bahwa perumusan masalah pada kebijakan pembangunan pasar induk modern kemiling di Kota Bandar Lampung didasari pada kebutuhan infrastruktur pasar sebagai upaya pemerintah meningkatkan pelayanan pasar terkait tujuan pemerintah sebagai pasar penyangga hasil komoditi pertanian namun bukan berangkat dari kebutuhan masyarakat akan adanya pasar. Secara keseluruhan proses perumusan kebijakan pembangunan pasar induk modern kemiling adalah keputusan Pemerintah Kota Bandar Lampung, karena alternatif kebijakan pembangunan pasar induk modern Kemiling satusatunya kebijakan yang diambil oleh pemerintah kota bandar lampung sehingga tidak memecahkan masalah melainkan menimbulkan masalah terbengkalainya bangunan pasar. Kata Kunci: Perumusan Kebijakan, Pembangunan Pasar ABSTRACT Development of Kemiling modern chief market based on the Regulation of the Minister of Interior No. 3 of 1986 on the Transfer of Capital at the Second Party and Local Regulations Level II Regional Municipality of Bandar Lampung No. 5 of 1988 About Delivery of the Capital Region Municipality Regional Level II At the Third Party. This study formulate problems such as: How can the formulation of development policies Kemiling modern chief market in Bandar Lampung and what are the obstacles in the process of policy formulation development of Kemiling modern chief market in Bandar Lampung?.This research uses descriptive qualitative research method. Data collection procedures used by interview, observation, documentation.Data analysis was performed with data reduction, data presentation and conclusion. Results of research and analysis on development policy formulation Kemiling modern market center in the know that the problem formulation of development policies modern market Kemiling of Bandar Lampung City constitued infrastructur needs of the market as the government’s efforts to improve service related markets destination market government protester result of agricultural commodities but not departed from the requirements. Overall policy formulation process development of modern center market Bandar Lampung because alternative modern market development policy the only measures taken government Bandar Lampung City so it does not solve the problem but couse problems to the abandonment of the construction market.
