Abstrak

Penelitian ini bertujuan untuk mengetahui faktor penyebab tidak tercapainya target, pengaruh PDRB perkapita, jumlah kepemilikan kendaraan bermotor, serta inflasi terhadap penerimaan retribusi pelayanan parkir tepi jalan umum di Kota Bandar Lampung. Data yang digunakan adalah realisasi penerimaan retribusi pelayanan parkir tepi jalan umum, PDRB perkapita, jumlah kepemilikan kendaraan bermotor, dan inflasi Kota Bandar Lampung. Data bersumber dari Dinas Pendapatan Provinsi Lampung, Dinas Pendapatan Kota Bandar Lampung, BPS Kota Bandar Lampung, Dinas Perhubungan Kota Bandar Lampung Tahun 2008-2014. Berdasarkan hasil penelitian, penerimaan retribusi pelayanan parkir tepi jalan umum tidak mencapai target disebabkan oleh belum tertibnya petugas juru parkir, kurangnya pengawasan dan penetapan sanksi yang tegas, alih fungsi lahan parkir, kurangnya sarana dan prasarana pelayanan parkir yang memadai, alih fungsi lahan parkir, kebocoran penerimaan parkir baik dari pihak juru parkir atau pihak pengguna jasa parkir, keadaan cuaca misalnya hujan, dan hari libur yang kebanyakan toko-toko tidak menjalankan aktivitasnya. Analisis data menggunakan analisa regresi linier berganda dan terlebih dahulu dilakukan pengujian asumsi klasik. Berdasarkan hasil regresi, PDRB perkapita dan jumlah kepemilikan kendaraan bermotor berpengaruh positif dan signifikan terhadap total penerimaan Retribusi Pelayanan Parkir Tepi Jalan Umum, sedangkan inflasi berpengaruh positif dan tidak signifikan terhadap total penerimaan Retribusi Pelayanan Parkir Tepi Jalan Umum. Penulis merekomendasikan kepada Pemerintah Kota Bandar Lampung agar menertibkan wilayah parkir di tepi jalan umum, meningkatkan pengawasan di lapangan, mendaftarkan secara resmi petugas juru parkir ilegal, mengurangi kebocoran penerimaan retibusi parkir dengan memberikan sistem penggajian yang Kata Kunci : diberikan per bulan kepada petugas juru parkir, menaikkan tarif parkir dengan tujuan agar PAD dapat meningkat namun dapat mengurangi kemacetan lalu lintas di tepi jalan umum, dan serta sebaiknya menggunakan sistem yang pernah dikelola oleh pihak swasta dengan sistem komputerisasi on line. Kata Kunci : Penerimaan retribusi pelayanan parkir tepi jalan umum, PDRB perkapita, jumlah kepemilikan kendaraan bermotor, dan inflasi ABSTRACT ` The purpose of this study is to determine the factors which cause failure in achieving target, the effect of Gross Regional Domestic Product (GRDP) per capita (Produk Domestik Regional Bruto (PDRB) per kapita), the number of vehicles ownerships as well as inflation toward retribution income from public roadside parking service in Bandar Lampung. The data used is the realization of retribution from parking services, GRDP per capita, the number of vehicle ownership, and inflation of Bandar Lampung. Data sourced from the Provincial Revenue Office of Lampung, District Revenue Office of Bandar Lampung, Central Bureau of Statistics Bandar Lampung, and Department of Transportation Bandar Lampung Year 2008-2014. Based on the results of the study, The income from parking retribution feesgenerally does not reach the target due to some aspects: parking officers indisciplinary, the lack of control and consequences, changes of land use for parking, the lack of proper parking facilities and infrastructure, the leakage of parking retribution caused by parking attendants or parking area users,weather conditions such as rain, and holidays when most stores are not operating. Data analysis using multiple linear regression analysis after the classic assumption test conducted. Based on the results of regression, Gross Domestic Regional Product (GRDP) per capita and the number of vehicle ownership has significant and positive effect on the total income from Public Roadside Parking Service, where inflation has positive yet not significant effect to the total revenue of Public Roadside Parking Service. Kata Kunci : The author recommends the Government of Bandar Lampung to organize parking areas on the side of the public roads, improving controls on the field, propose formal registration to Department of Transportation for the officers to minimize illegal parking, reduce the leakage of parking retribution by increasing monthly incentive for parking officers, raise the parking rates to increase Locally Generated Revenue and reduce traffic jam as well, using online computerized system which is used by private companies.
