Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Partai politik adalah salah satu pilar penting dalam tatanan demokrasi. Partai politik adalah satu-satunya organisasi yang berhak mengikuti Pemilu, kemudian menyampaikan aspirasi masyarakat maupun menduduki jabatan perwakilan rakyat. Meskipun begitu hal ini sering tidak diikuti dengan dijalankannya fungsi-fungsi partai sebagaimana diaut dalam Undang-Undang Partai Politik. Namun hal ini berbeda dengan PKS di tingkat DPD Bardarlampung yang justru memperoleh peningkatan kepercayaan masyarakat melalui peningkatan jumlah suara dan jumlah perolehan kursi pada Pemilu 2014. DPD PKS Bandar lampung solah tidak begitu berpengaruh terhadap dinamika politik di ranah pusat. Sebab itu kajian hendak menelusuri apakah PKS DPD Bandar Lampung telah menjalankan fungsi partai politik berdasarkan Undang-Undang Partai Politik? Kemudian apa saja faktor penghambat partai politik dalam menjalankan fungsinya? Kajian ini menggunakan teori fungsi partai politik dalam konteks hukum tata negara. Sebagaimana fungsi partai politik sebagai agen sosialisasi politik, rekrutmen politik, pengelola konflik, komunikasi politik, dan sebagai partisipasi politik. Metode penelitian ini menggunakan metode pendekatan yuridis. Pengambilan data dilakukan dengan cara studi pustaka dan studi lapangan. Studi Kasus DPD PKS Bandar Lampung menunjukkan bahwa tetap dapat menjalankan fungsi kepartaiannya dengan baik. Hal ini dapat dilihat dari berbagai program DPD PKS Bandar Lampung yang mengadakan program pada lokus masyarakat, kader, dan kebijakan pemerintah. Salah satu indikator keberhasilan DPD PKS Bandar Lampung menjalankan fungsi kepartaiannya adalah meningkatkanya perolehan suara PKS di Bandar Lampung pada Pemilu 2014 dibandingkan pada tahun 2009. Studi ini juga menemukan beberapa kendala DPD Partai Keadilan Sejahtera Bandar Lampung dalam menjalankan fungsinya yang masih dianggap ekslusif oleh masyarakat sehingga mengurangi minat masyarakat untuk ikut serta. Disamping itu kendala ideologi islam yang kental dari PKS dan sistem pemilihan umum yang belum mengarahkan partai agar selaras dengan fungsi partai tersebut. Kata Kunci: Partai Politik, Demokrasi, Fungsi THE IMPLEMENTATION OF A POLITICAL PARTY BASED ON THE LAF OF A POLITICAL PARTY IN BANDAR LAMPUNG (Study in Partai Keadilan Sejahtera DPD Bandar Lampung) A political party is one of the important pillars in democracy order. A political party is the only organization that is entitled to follow the General Election, then offered the aspirations of the people and occupy the representatives of the people. Even so, it is often not followed by running functions as diaut in the party of the Political. But it is different with PKS in the level of DPD Bandar Lampung that acquiring an increase in the confidence of the public through the increasing amount of the voice and the number of the acquisition of a seat at the General Election 2014. DPD PKS Bandar Lampung was not so influential on the dynamics politics in the realm of the center. Because the study was about to explore whether PKS Council Bandar Lampung has been running the function of a political party under the Political? Then what the obstacle of political parties in running their functions? This study used the theory of the political party function in the context of the law of the country. In the function of a political party case, as a socialization politics, politics recruitment, conflict organizer, politics communication, and as the participation of politics. This research used juridical approach. The data was done by executing the study pustaka and study of the field. DPD PKS Bandar Lampung study cases showed that still can run their function well. It can be seen from a variety of the Council PKS Bandar Lampung that held the program in lokus community, kader, and the policy of the government. One of the DPD PKS Bandar Lampung success indicator of running the function of the party is the increase of PKS acquisition sound in London on the General Election 2014 than in 2009. This study also found some obstacle in DPD Keadilan Sejahtera Bandar Lampung in running their function that is still considered as an exclussive by people, so it reduces the interest of the public to participate. Besides that, the obstacle ideology of Islam from PKS and the system of general elections not directing the party to be in harmony with the function of the party yet.
