Abstrak

Waduk Sukaraja III merupakan waduk yang berguna untuk mengairi areal sawah di Rawa Sragi II. Untuk melakukan optimasi dari inflow dan tampungan Waduk Sukaraja III, maka diperlukan suatu simulasi agar memperoleh luasan areal sawah yang dapat diairi secara optimal sekaligus memenuhi fungsi objektif waduk. Penelitian ini dilakukan di Desa Sukaraja III, dan Negeri Jemanten, Kecamatan Margatiga, Kabupaten Lampung Timur. Dalam penelitian ini dilakukan analisis inflow, analisis outflow dan analisis water balance. Analisis inflow menggunakan data debit Bendung Argoguruh tahun 2005-2012. Analisis inflow meliputi debit limpasan Bendung Argoguruh dan debit DAS Bendungan Sukaraja III. Analisis outflow meliputi evaporasi, kebutuhan air sawah dan maintenance flow. Analisis water balance digunakan untuk mengetahui berapa volume tampungan waduk akibat inflow dan outflow. Selanjutnya, dilakukan simulasi untuk mendapatkan luas areal sawah maksimal dengan memenuhi 2 syarat. Elevasi muka air waduk harus selalu diatas elevasi 18 m dan harus memenuhi keandalan sebesar 80%. Dari analisis yang dilakukan, diperoleh total inflow terbesar terjadi pada tahun 2005 dan total inflow terkecil terjadi pada tahun 2006. Outflow untuk setiap tahun berbeda karena dipengaruhi oleh periode awal tanam yang berbeda, yaitu pada awal Januari dan pada awal Desember, serta evaporasi yang diakibatkan oleh luas areal genangan waduk. Luasan sawah yang dapat diairi dengan periode awal tanam pada awal Januari sebesar 4739 ha dan luasan sawah yang dapat diairi dengan periode awal tanam pada awal Desember sebesar 5600 ha. Simulasi ini memenuhi keandalan 100% dan elevasi muka air waduk selalu diatas elevasi 18 m. Kata kunci: simulasi, inflow, outflow SIMULATION OF SUKARAJA III’S RESERVOIR, MARGATIGA DISTRICT, EAST LAMPUNG REGENCY Sukaraja III’s reservoir is dedicated to irrigate rice fields in Rawa Sragi II’s irrigation area. In order to optimize inflow and storage of the Sukaraja III’s reservoir, simulation is needed to obtain irrigable area by using optimization of the reservoir. This study was conducted at Sukaraja village, and Negeri Jemanten, Margatiga District, East Lampung Regency. In this study, there are three analysis namely, inflow analysis, outflow analysis, and water balance analysis. Inflow analysis use Argoguruh’s weir discharge data from 2005-2012. The discharge consist of the discharge measured at downstream of Argoguruh’s weir and discharge of Sukaraja III’s sub basin. Outflow analysis also include evaporation, maintenance flow, and irrigation water requirement. Water balance analysis was used to analyze the storage elevation which affected by pattern of both, inflow and outflow. Furthermore, simulation was performed in order to get the maximum irrigation area and also fulfill all constrains. As a global solution, reservoir’s water level should be always at the elevation of ± 18 meter and simulation must fulfill at least 80% reliability. Based on the analysis, the largest total inflow in 2005 and the smallest total inflow occurred in 2006. Outflow pattern for each year depend on the setting of the beginning planting period. In this study, the beginning planting was conducted which is beginning of January and the beginning of December. Evaporation was calculated based on multiplication between area and evaporation value. Beginning planting period of January can irrigate paddy’s field of 4739 ha. Moreover, beginning planting period of December can irrigate paddy’s field of 5600 ha. Based on the simulation, it also can be conclude that 100% requirement and all constrains have been fulfill (100% reliability). Key word: simulation, inflow, outflow
