Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Kabupaten Pesisir Barat memiliki kekayaan alam berupa getah pohon damar dengan kualitas terbaik di dunia. Namun saat ini, keberadaan pohon-pohon damar menurun disebabkan penebangan yang terus menerus dilakukan. Mengacu pada permasalahan tersebut Pemerintah Daerah Kabupaten Pesisir Barat mengagendakan isu terkait kebijakan pelestarian repong damar di Kabupaten Pesisir Barat. Tujuan penelitian ini adalah mendapatkan pengetahuan mengenai teori agenda setting terhadap isu pelestarian dan kesejahteraan masyarakat petani damar di Kabupaten Pesisir Barat. Jenis penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif. Data dikumpulkan melalui wawancara, observasi, dan dokumentasi. Analisis data dilakukan dengan reduksi data, penyajian data dan penarikan kesimpulan atau verifikasi. Proses agenda setting terkait kebijakan pelestarian repong damar ini sudah ideal dan mengandung nilai kebijakan. Aktor-aktor yang terlibat telah terpenuhi, yakni official actors dan unofficial actors. Pemerintah daerah berperan aktif dalam mendifinisikan masalah dan menentukan tujuan-tujuan. Selain itu, didominasi dengan nilai kebijakan dalam prosesnya. Rekomendasi yang dapat diberikan adalah: 1) komunikasi intensif antara Dinas Kehutanan dan Perkebunan dengan DPRD Kabupaten Pesisir Barat dapat terjalin dengan baik, 2) isu kebijakan pelestarian repong damar di Kabupaten Pesisir Barat dapat segera diformulasi. Kata Kunci: Kebijakan Publik, Agenda Setting A POLICY ANALYSIS RESIN PRESERVATION IN PESISIR BARAT REGENCY (The study of agenda setting resin as an effort to preserve resin and safeguarding the welfare of resin farmers) Pesisir Barat Regency has a natural resource of resin tree latex which the best quality in the world. But currently, the number of resin trees decrease caused by countinues logging. Refer to the problems, the Local Government of Pesisir Barat Regency has put into agenda the issues relate to conservation policies of resin in that Region. The purpose of this research is Gaining knowledge about agenda setting theory relate to the issue of preservation and welfare of the resin farming community in the Pesisir Barat Regency. This research is a descriptive study with qualitative approach. Data were collected through interviews, observation, and documentation. Data analysis was performed with data reduction, data presentation and conclusion or verification. The process of agenda setting policy relate to the preservation of resin has been ideal and contains policy values. Actors involved have been fulfilled who are official and unofficial actors. The local government plays an active role in defining the problem and determining the objectives. In addition to that the process is also dominated by the values of the policy. The recommendations can be given are : 1) to build an intensive communication between the Department of Forestry and Agriculture and Local Legislative (DPRD) of Pesisir Barat Regency, 2) the issue of resin conservation should be shortly formulated.
