Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Desentralisasi fiskal sebagai salah satu implementasi kebijakan otonomi memberikan kesempatan bagi daerah untuk mengelola dan mengembangkan potensi daerah sendiri secara maksimal, dampaknya kebutuhan dana yang cukup besar sebagai penopang menuju kemandirian pemerintah daerah. Sumber dana tersebut berasal dari PAD dan Transfer pemerintah pusat, salah satu dana transfer tersebut adalah DAU yang merupakan unconditional grant. Penelitian ini melihat sumber dana manakah (PAD dan DAU) yang lebih berpengaruh terhadap belanja daerah (apakah terjadi flypaper efect atau tidak) berdasarkan Indeks Kemampuan Keuangan (IKK). IKK dihitung berdasarkan model Bappenas 2003, dan untuk melihat flypaper effect menggunakan model regresi berganda (multipple regression) data panel. Sampel yang dianalisis sebanyak 2.405 (kabupaten/kota se-Indonesia) periode 2010 – 2014. Hasil penelitan didapat, kabupaten/kota IKK tinggi sebanyak 153, kabupaten/kota IKK sedang 151, dan kabupaten/kota IKK rendah sebanyak 147. Dan hasil pengujian regresi menujukkan bahwa DAU dan PAD berpegaruh positif signifikan terhadap belanja daerah, pengaruh DAU lebih besar dibanding PAD baik pada daerah dengan IKK tinggi, sedang maupun rendah. Temuan tersebut menunjukkan bahwa flypaper effecct terjadi diseluruh kabupaten/kota di Indonesia. Kata kunci: IKK, Belanja Daerah (BD), PAD, DAU, flypaper effect. Fiscal decentralization as one of the implementation of autonomy policy provides an opportunity for the region to manage and develop the potential of their own area to the fullest. The direct impact of the implementation of autonomy and decentralization is the need of substantial funds for support to independence of local governments. Source of funding comes from the local government revenue (PAD) and central government transfers funds, which one of transfer funds is DAU (an unconditional grant). This study uses analysis Indeks Kemampuan Keuangan (IKK) model based on Bappenas 2003 and multiple regression model to see flypaper effect. Samples were analyzed 2,405 (regency/cities in Indonesia) in the period 2010 - 2014. The purpose of this research to find out whether the flypaper effect occur in regency /cities in Indonesia based on Indeks Kemampuan Keuangan (IKK) From the anylisis finds that the regency/city with high IKK as 153, regency /cities with medium IKK as much as 151 , and regency/city with low IKK as 147. And the results of the regression testing shows that the DAU and PAD having an effect positively significant to regional expenditure, the influence of DAU is greater than the PAD well in areas with high IKK, medium or low .
