Abstrak

Penelitian ini bertujuan untuk menganalisis dan mendeskripsikan tentang implementasi manajemen penilaian kinerja guru di SMP Negeri 2 Mesuji, yang meliputi: 1) perencanaan penilaian kinerja guru, 2) pengorganisasian penilaian kinerja guru, 3) pelaksanaan penilaian kinerja guru, 4) pengawasan penilaian kinerja guru, 5) peran penilai (asesor) dalam penilaian kinerja guru, 6) kendala/hambatan dalam penilaian kinerja guru, 7) dukungan stakeholders dalam penilaian kinerja guru. Metode penelitian ini menggunakan pendekatan deskriptif kualitatif, dengan rancangan fenomenologi. Teknik pengumpulan data informasi penelitian dilakukan dengan menggunakan teknik wawancara, pengamatan atau observasi, dokumentasi, dan pengamatan langsung penilaian kinerja guru. Data yang diperoleh disusun, dimaknai, dianalisis, direduksi, dan dideskripsikan. Hasil penelitian menunjukkan bahwa implementasi manajemen penilaian kinerja guru, yang diperoleh melalui optimalisasi fungsi manajemen pendidikan, yang didasari Total Quality Education, dirancang berdasarkan Petunjuk Teknis Penilaian Kinerja Guru, memberikan gambaran positif terhadap kualitas implementasi manajemen penilaian kinerja guru. Gambaran positif tersebut terlihat pada aspek 1) perencanaan, 2) pengorganisasian, 3) pelaksanaan , 4) pengawasan, termasuk 5) optimalnya peran penilai (asesor), 6) teridentifikasi kendala/hambatan, dan 7) optimalnya dukungan stakeholders. Gambaran positif berikutnya: 1) Terpetanya kualitas dan komptensi guru, 2) Guru melaksanakan tugasnya sesuai tugas pokok dan fungsi, 3) Meningkatnya kualitas layanan guru dalam proses pembelajaran (guru profesional). Kata kunci: implementasi, penilaian, kinerja guru ABSTRAK BAHASA INGGRIS This study aims to analyze and describe the implementation of teacher performance appraisal management in junior high school 2 Mesuji, consist of: 1) planning of teacher performance appraisal, 2) the organization of teacher performance appraisal, 3) implementation of teacher performance appraisal, 4) monitoring teacher performance appraisal, 5 ) the role of assessors in the appraisal of teacher performance, 6) the obstacles / obstructions in the appraise teacher performance, 7) support of stakeholders in the appraise teacher performance. This study used a qualitative descriptive approach, with the design of phenomenology. Research data collection techniques using techniques: interviews, observation, documentation, and direct observation of teacher performance appraisal implementation. The collecting data then compiled, interpreted, analyzed, reduced, and described. The results showed that: Implementation of Teacher Performance Appraisal, which was obtained through: Optimization implementation of management functions, supported Total Quality Education, Integrated Quality Management of Education, and was designed by Technical Directive of Teacher Performance Appraisal, can improve the quality of teacher performance appraisal implementation, in the last it become: 1) The mapping of the quality and competence of teachers, 2) Teachers carry out their duties in accordance duties and functions, 3) Increasing the service quality of teachers in the learning process (professional teacher).
