Pengawasan represif merupakan pengawasan yang dilakukan setelah suatu kegiatan dilakukan. Pengawasan represif juga merupangan pengawasan yang berupa penangguhan atau pembatalan terhadap kebijakan yang tidak sesuai dengan perundang-undangan yang berlaku. Pengawasan sendiri merupakan suatau upaya agar apa yang telah direncanakan sebelumnya diwujudkan dalam waktu yang telah ditentukan serta untuk mengetahui kelemahan-kelemahan dan kesulitan dalam pelaksanaanya, sehingga berdasarkan pengamatan-pengamatan tersebut dapat diambil suatu tindakan tertentu guna memperbaikinya demi terciptanya tujuan. Semakin intensif pengawasan yang dilakukan panwaslu dalam pengawasan setelah pelaksanaan pemilu maka fungsi pengawasan akan lebih berhasil. Dengan demikian pertanyaan dalam penelitian ini adalah bagaimana tugas dan wewenang panitia pengawas pemilihan umum dalam proses penyelsaian masalah pada tahapan penyelenggaraan pada pemilihan Walikota dan Wakil Walikota Tahun 2015. Tujuan penulisan dari skripsi ini adalah untuk mengetahui pengawasan represif yang dilakukan oleh panitia pengawas dalam pemilihan Walikota dan Wakil Walikota Bandar Lampung Tahun 2015. Metode yang digunakan dalam penelitian ini adalah metode penelitian deskriptif kualitatif dengan menggunakan teori pengawasan represif Handayaningrat. Keseluruhan data dalam penelitian ini diperoleh melalui wawancara mendalam dan dokumentasi. Adapun dari hasil penelitian menunjukkan bahwa pengawasan represif oleh panwas yaitu melakuakan tugasnya dalam tahapan setelah pemilu, panwas dalam pengawasannya selalu menyelesaikan dan ikut serta dalam proses penyesaian pemilu sampai pada tahapan pungut hitung suara, sebelum KPU melakukan rapat pleno siapa pasangan calon yang keluar menjadi pemenang, panwas masih mengawasi proses perhitungan hingga KPU resmi mengeluarkan suara. Pemilihan umum tidak terlepas dari pelanggaran, panwas juga mengawasi dan menyelsaikan proses pelanggaran sampai pada putusan kasus pelanggaran. Pelanggaran yang diselsaikan oleh panwas dalam hal ini yaitu pelanggaran administrasi, kedua pelanggaran pidana serta yang ketiga pelanggaran kode etik. Kata Kunci: Panwaslu, tahapan penyelenggaraan, pengawasan represif. The Repressive Supervision of Supervisory Committee in the Mayor and Deputy Mayor Election 2015 Repressive supervision is a supervision conducted after an activity has been done. This supervision is also a form of suspension or cancellation of the policy that is not in accordance with the applicable legislation. The supervision itself is an effort to actualize plans in a specified time and to know the weaknesses and difficulties in its implementation, so that it can take a certain action to reach the destination. The more intensive the supervision done by the election supervisory committee after the election, the better the result. Thus, the research question in this research is formulated as: how are the duties and the authorities of the general election supervisory committee at problem solving process of the election day of Bandar Lampung Mayoral election of 2015? The purpose of this research was to determine the repressive supervision carried out by the election supervisory committee (panwaslu) in the election of Mayor and Deputy Mayor of Bandar Lampung Year 2015. The method used in this research was descriptive qualitative method by using the theory of repressive supervision by Handayaningrat. The overall the data in this study were obtained through in-depth interviews and documentation. The results of the study showed that the repressive supervision by the supervisory committee was started since the election was held. On its duty, the supervisory committee helped to solve any problems occurred during the election, as well as to oversee the ballots counting. Before the General Election Commission (KPU) held a plenary meeting to announce the winner, the supervisory committee stayed to oversee the calculation process until the commission formally issued a voice. However, the elections cannot be separated from violations, thus it was the authorities of the supervisory committee to oversee and resolve the violations until a resolution was made. There were several violations occurred and were resolved by the supervisory committee, such as: administrative violation, criminal offenses and violation of code of conduct.
