Strategi merupakan cara yang dilakukan oleh KPU Kabupaten Way Kanan dalam meningkatkan partisipasi pemilih pemula di Pemilihan Umum Kepala Daerah 2015. Adapun teknis pelaksanaannya merujuk pada Peraturan Komisi Pemilihan Umum Nomor 5 Tahun 2015 tentang sosialisasi dan partisipasi masyarakat dalam pemilihan Gubernur dan Wakil Gubernur, Bupati dan Wakil Bupati, dan/atau Walikota dan Wakil Walikota. Penelitian ini membahas mengenai strategi KPU Kabupaten Way Kanan dan faktor penghambat serta pendukung yang dihadapi oleh KPU dalam meningkatkan partisipasi pemilih pemula. Tujuan dalam penelitian ini untuk menganalisis strategi KPU dan kendala apa saja yang dihadapi KPU Way Kanan dalam meningkatkan partisipasi pemilih pemula. Tipe penelitian ini adalah tipe deskriptif dengan pendekatan kualitatif. Fokus penelitian ini adalah proses evaluasi, hubungan formulasi dan implementasi strategi menggunakan teori Crown Dirgantoro. Teknik pengumpulan data terdiri dari wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa strategi KPU dalam meningkatkan partisipasi pemilih pemula di Kabupaten Way Kanan telah berhasil. Di lihat dari angka partisipasi dari tahun sebelumnya 60% menjadi 80%. Meskipun partisipasi meningkat terdapat faktor penghambat yaitu akurasi DPT kurang baik, sosialisasi kurang maksimal, masyarakat yang pasif. Adapun saran peneliti yaitu : (1) KPU lebih memaksimalkan DPT yang kurang akurat dengan melakukan pencoklikan pemilih dari rumah ke rumah; (2) KPU lebih maksimal dalam melakukan sosialisasi akar rumput pemilih terlebih di tempat pedalaman; (3) Harus aktif memastikan daftar dalam DPT. Kata Kunci : Manajemen Strategi, Evaluasi Strategi, Partisipasi Masyarakat, Pemilihan Umum ABSTRACT The Strategies which were done by General Elections Commission (KPU) of Way Kanan in increasing the participation of beginner voter on Local Leaders Election in 2015. Reffered to General Elections Commission Regulation Number 5 on year 2015 about people socialization and participation on Governor and Vice Governor Elections, Regent and Vice Regent Elections, and/or Mayor and Vice Mayor Elections. This research was the about strategy of KPU Way Kanan and supporting and obstacle factors which faced by KPU in increasing the participation of beginner voter. The goal of this research were analyze the strategy of General Elections Commission also obstacles which faced by KPU of Way Kanan finding in increasing the participation of beginner voter. The type of this research descriptive using qualitative approach. this research was focussed on evaluation process, relation between strategy formulation also strategy implementation using Crown Dirgantoro Theory. Data collection techniques consisted to interview and documentation. The result of this research showsed the that strategy of KPU in increasing the participation of beginner voter in Way Kanan was successfull. Could be seen from the number of participation which increased from 60% on year before became 80%. Although the participation had increased but there were some obstacles such us the accuracy of Final Voter List (DPT) which was not good, less socialization, and passive people. Suggestion that could be given: (1) KPU should maximize Final Voter List which were not accurate by checking the voter door to door; (2) KPU should to maximize the socialization especially in date location; (3) The voters should be active on updating the selection issue and ensure themselves registered on Final Voter List.
