ABSTRAK Potensi alam yang dimiliki Kebupaten Pesisir Barat menghantarkan pemerintah provinsi Lampung untuk mengembangkan potensi pariwisata untuk meningkatkan pertumbuhan ekonomi. Pembangunan kelembagaan pada Sektor Pariwisata di Indonesia sedang dikembangkan dan didayagunakan untuk memperbesar devisa negara, memperluas lapangan pekerjaan, memeratakan kesempatan berusaha.Tujuan penelitian adalah untuk menganalis Implementasi Kebijakan Pengembangan pariwisata dan untuk menemukan faktor-faktor yang menghambat implementasu kebijakan. Metode yang digunakan deskriptif dengan pendekatan kualitatif.Tehnik pengumpulan data menggunakan observasi, wawancara dan dokumentasi. Hasil penelitian menyimpulkan bahwa Implementasi Kebijakan Pengembangan Pariwisata Pesisir Barat sudah cukup baik hal ini dilihat dari segi komunikasi telah dilakukan koordinasi antar lembaga (Pemerintah, masyrakat, pelaku usaha), pemasaran dilakukan oleh PHRI, ASSITA, HPI, dan promosi telah dilakukan secara bersama, dari segi sumberdaya masih diperlukan penambahan pegawai dan perlu diadakan pelatihan serifikasi profesi pariwisata, sikap pelaksana memiliki sikap dan etos kerja yang mendukung kebijakan pariwisata,serta struktur organisasi sudah cukup baik. dan dari segi ketercapaian target dan sasaran dilihat dari anggaran yang mencapai 90%, Kendalanya masih kurangnya SDM pariwisata,Tenaga kerja Industri pariwisata yang belum memiliki sertifikasi kompetensi, anggaran yang minim.Saran untuk pemerintah Pesisir Barat: perlu pelatihan profesi , perlu diadakan pelatihan sertifikasi kompetensi, sarana dan prasarana lebih ditingkatkan dengan penambahan anggaran. Kata kunci: Implementasi Kebijakan, Pengembangan Pariwisata, Pembangunan kelembagaan pariwisata. ABSTRACT Regency has their own natural potential of the Pesisir Barat. delivers Lampung province to develop the tourism potential to boost economic growth. Institutional development in the tourism sector in Indonesia is being developed and utilized to increase the national income, expand employment opportunities, equalize work opportunity.The purpose of research is to analyze the implementation of tourism development policy and to discover the factors that hinder implementasu policy. The method used descriptive kualitatif. Technic data collection using observation, interviews and documentation. The study concluded that the implementation of Policy of Tourism Development of the Pesisir Barat is good enough it is seen in terms of communication has made coordination among institutions (government, society, business), the marketing is done by the IHRA, ASSITA, and HPI, and the sale has been carried out jointly, in terms of resources still needed additional staff and training should be a tourism professional certification, executive attitudes has the attitude and work ethic that support tourism policy, as well as the organizational structure is already quite good. and in terms of achievement of goals and targets viewed from budget reached 90%, obstacles still lack of tourism human resources, tourism industry workforce who do not have the certification of competence, the government budget is less. Suggestions for Pesisir Barat: need additional staff, should be a competency certification training, facilities and infrastructure is further enhanced with the addition of the budget.
