Abstrak

Badan Kepegawaian Negara (BKN) adalah Lembaga Pemerintah Non Departemen Indonesia yang mempunyai tugas melaksanakan tugas pemerintahan di bidang manajemen kepegawaian negara sesuai dengan ketentuan peraturan perundang-undangan yang berlaku. Pendataan ulang Pegawai Negeri Sipil Elektronik (E-PUPNS) adalah program yang yang digagas oleh Badan Kepegawaian Negara (BKN) dengan ketentuan Undang-Undang Nomor 19 Tahun 2015 dan untuk mendata kembali data-data PNS di seluruh instansi pemerintah, demi menghindari data fiktif yang bisa merugikan Negara. Permasalahan penelitian ini dirumuskan: (1) Bagaimanakah kebijakan Badan Kepegawaian Negara dalam pelaksanaan Pendataan Ulang Pegawai Negeri Sipil (PUPNS) di Kota Bandar Lampung? (2) Apakah faktor penghambat terhadap kebijakan Badan Kepegawaian Negara dalam pelaksanaan Pendataan Ulang Pegawai Negeri Sipil (PUPNS) di Kota Bandar Lampung? Penelitian ini menggunakan pendekatan normatif empiris. Prosedur pengumpulan data melalui studi kepustakaan dan studi lapangan. Pengelolaan data dilakukan melalui tahap pemeriksaan data, klasifikasi data, penyusunan data dan seleksi data. Analisis data dilakukan secara deskriptif kualitatif. Berdasarkan hasil penelitian menunjukkan bahwa, Kebijakan BKN dalam pendataan ulang pegawai negeri sipil di Kota Bandar Lampung melalui Badan Kepegawaian Negara mengeluarkan sebuah kebijakan dengan sasaran seluruh Pegawai Negeri Sipil (PNS). Kebijakan tersebut dinamakan Sistem Pendataan Ulang PNS Elektronik 2015 atau yang disingkat dengan ePUPNS. ePUPNS merupakan proses pendataan ulang PNS melalui sistem teknologi informasi yang meliputi tahap pemutakhiran data oleh setiap PNS, serta validasi dan verifikasi data secara menyeluruh oleh instansi pusat/daerah sesuai dengan kewenangan yang dimiliki. Hal ini merupakan sebuah langkah untuk melakukan monitoring dan evaluasi data kepegawaian untuk meningkatkan dan memelihara keakurasian data. Kehadiran ePUPNS bertujuan untuk memperoleh data yang akurat, terpercaya dan terintegrasi, sebagai dasar kebutuhan dalam mengembangkan sistem informasi kepegawaian ASN yang mendukung pengelolaan manajemen ASN yang rasional sebagai sumber daya aparatur negara. Faktor penghambat pelaksanaan kebijakan BKN dalam PUPNS di Kota Bandar Lampung yaitu sumber daya manusia (SDM), Infrastruktur internet karena server website yang sibuk untuk diakses, dan kurangnya sosialisasi pemerintah mengenai tata cara pengisian e-PUPNS. Saran Penelitian ini adalah: (1) Pembaharuan pendataan ulang pegawai negeri sipil sangat mendesak untuk dilakukan, mengingat bahwa pengelolaan Pegawai Negeri Sipil selama ini belum efektif, rasional dan sehat. Kebijakan pembaharuan pendataan ulang Pegawai Negeri Sipil diarahkan untuk menciptakan sistem manajemen Pegawai Negeri Sipil yang efektif dan rasional. (2) Badan Kepegawaian Negara terlebih dahulu melakukan sosialisasi mengenai tata cara melakukan e-PUPNS dan memperbaiki sistem data base yang berbasis Teknologi Informasi (TI). THE POLICY OF NATIONAL CIVIL SERVICE AGENCY IN CIVIL SERVANTS DATA RECOLLECTION (PUPNS) IN BANDAR LAMPUNG The National Civil Service Agency (BKN) is a non-department of Indonesian Government Institutions which function to carry out the governmental duties in the field of civil service management in accordance with the provisions of the legislation. One of the program runs by BKN is conducting Electronic Civil Servants data Re-Collection (E-PUPNS) which was initiated by the National Civil Service Agency (BKN) to implement the Law No. 19/2015, and to do the data recollection of civil servants across the government agencies in order to avoid fictitious data which could harm the country. The problems of the research were formulated as follows: (1) How is the policy of the National Civil Service Agency in the implementation of Civil Servants data recollection (PUPNS) in Bandar Lampung? (2) What are the risk factors of the policy of the National Civil Service Agency in the implementation of Civil Servants data recollection (PUPNS) in Bandar Lampung? This study used empirical normative approach. The data collection procedure was done through literature study and field study (observation). The data management was done through the process of data examination, data classification, data preparation and data selection. The data were analyzed through descriptive qualitative. The result of the study showed that the policy of the data recollection issued by the National Civil Service Agency (BKN) was targeted to recollect the data of entire civil servants across Indonesia. The policy was called Electronic Civil Servants Data Recollection of 2015, abbreviated as e-PUPNS. The program of e-PUPNS was a process of data recollection of civil servants with the help of technology information which includes the data updating done by every civil servant, as well as the validation and verification of data thoroughly by the central/local agencies in accordance with the authority. This effort was a manifestation to do a monitoring and evaluation on data personnel to improve and preserve the accuracy of the data. The program was emerged to preserve the data accurate, credible, and integrated as the base to develop the ASN personnel information system which supported a rational management as the state apparatus resources. Among several risk factors of the policy of data recollection issued by BKN of Bandar Lampung were: lack of human resources (HR), the inaccessible Internet infrastructure, and the government's lack of socialization regarding the procedures for filling the e-PUPNS . The suggestion of this research are as follows: (1) The renewal of civil servants data recollection are urgently required, realizing that the management of the Civil Service has not been effective, rational and healthy. The policy of renewing the Civil Servants data recollection is targeted to create effective and rational management of Civil Servants. (2) The National Civil Service Agency should socialize the procedures to run for e-PUPNS and should revise the data base system of based Information Technology (IT).
