ABSTRAK KINERJA BBPOM KOTA BANDAR LAMPUNG DALAM MENGAWASI PEREDARAN KOSMETIK ILEGAL DI PROVINSI LAMPUNG Oleh RIZKA SALLYA Pengawasan terhadap produk kosmetik di era modern ini sangat penting untuk dilakukan. Dukungan kemajuan teknologi telah membawa perubahan yang cepat dan signifikan pada industri farmasi, obat asli Indonesia, makanan, kosmetik dan alat kesehatan sehingga telah mendorong produk kosmetik dalam waktu yang singkat menyebar ke seluruh lapisan masyarakat. Konsumsi mayarakat terhadap kosmetik pun cenderung terus meningkat. Sementara, pengetahuan masyarakat tentang produk kosmetik yang baik belum memadai. Penelitian ini dilakukan di Balai Besar Pengawas Obat dan Makanan Kota Bandar Lampung. Penelitian ini memfokuskan pada kinerja Balai Besar Pengawas Obat dan Makanan Dalam Mengawasi Peredaran Kosmetik Ilegal Di Provinsi Lampung. Model pengukuran kinerja yang digunakan yaitu menurut Mahsun, meliputi 1) Masukan (input), 2) Proses (process), 3) Keluaran (output), 4) Hasil (outcome). Metode yang digunakan adalah penelitian kualitatif, dengan teknik pengumpulan data melalui wawancara, dokumentasi dan observasi Hasil penelitian ini menunjukkan bahwa BBPOM Kota Bandar Lampung belum memiliki kinerja yang maksimal dalam mengawasi peredaran kosmetik ilegal, terlihat dari terbatasnya jumlah sumber daya manusia yang melakukan pengawasan, dan masih banyaknya keluhan masyarakat terkait kosmetik ilegal yang masih beredar di sejumlah sarana di Provinsi Lampung. Beberapa faktor yang menjadi penghambat kinerja BBPOM Kota Bandar Lampung, diantaranya yaitu: (1) Faktor internal, seperti jumlah SDM yang belum memadai, kurangnya sarana dan prasarana dan kurangnya koordinasi dengan pihak terkait. (2) Faktor eksternal, seperti rendahnya peran serta masyarakat dan adanya kecurangan pedagang saat berjualan kosmetik ilegal. Endorsement the advancement of technology has brought about a rapid and significant changes in the pharmaceutical industry, medicine native to Indonesia, food, cosmetics and medical devices have driven cosmetic products in a short time spread throughout the society stratum. Consumption for society against any cosmetic to increase. Meanwhile, public knowledge about good cosmetic products has not been adequate. This research was conducted at institution of Supervision for Drug and Food Bandar Lampung. This study focuses on the performance institution of supervision for drug and food of In Oversee Illegal Circulation of Lampung Province. Performance measurement models used are by Mahsun; include 1) Input, 2) Process, 3) Output, 4) results. The method used is qualitative research, the technique of collecting data through interviews, documentation and observation The results of this study indicate that Institution of Supervision For Drug and Food Bandar Lampung not yet have maximum performance in monitoring the circulation of illegal cosmetics, seen from the limited number of human resources to supervise, and there are many the number of complaints related to illegal cosmetics that are still circulating in the facilities in Lampung Province. Some of the factors which is the bottleneck of performance Institution of Supervision For Drug and Food Bandar Lampung, such as: (1) Internal factors, such as the number of inadequate human resources, lack of infrastructure and lack of coordination with the relevant parties.
